Covered almost entirely from head to toe in a shiny, silver-colored metal (with the occasional blue highlight), Victory's joints nonetheless move as smoothly as if they were still flesh. While his shape is much that of a human's, particular note is to be taken to the shoulders and calves, which tend to flare out more than they would on a normal person. IIn all likelihood, the jet boosters installed in each should be visible at the moment, although with their size, it seems that they actually fit inside the entire shoulder and calf volume. That is to say nothing of his most obvious feature: The V-Booster. Starting from the front of his chest, a big, blue and yellow metal v shape jets out, going out his back, forming the V-shape that gives it its name. Along the underside of this shape lies an array of boosters and verniers, designed to give him incredible amounts of thrust, even more than the boosters in his limbs. While his left arm is every bit as mechanical as the rest of his body, his right arm shows some hints of skin between gaps in the metal. It appears to be a piece worn over a flesh-and-blood arm, likely to even out the strength of the two limbs. Amd atop his head, obscuring most of his features, is a sturdy, advanced-looking metal helmet, the shape seeming to give an impression of hair being pushed back by the wind, with grooves in the metal leading back. A blue visor covers his eyes, leaving only his mouth exposed. And, odds are, that mouth's probably in a big ol' grin. Armor design inspiration, and visual aide for the "V-Booster".Power Descriptions: Victory's powers come from a wide array of top-of-the-line technological implants throughout his body, designed to allow for maximum thrust. Of particular note is the "V-Booster", a series of jets and verniers that jut from his back, that when at full-blast, give the impression from behind of a glowing V as he flies. This, as well as the rest of the jets throughout his body, can be retracted back at will, to allow him to maintain a normal human shape when not "on-duty."History: As a child, Lance had dreamed of one day flying high above the clouds. Always imagining what it would be like to join the birds in their flights, he knew his calling from an early age: He would fly. He would know what it meant to be high above the normal world, to be able to look down upon it, and see the big picture. He would imagine the sensation of wind against him, the misty feel of clouds, and the freedom that only the sky can grant. Lance went through his childhood much as anyone. School, friends, millions of questions. But the sky was always there, making him wonder over it all. However, as such things tend to happen, in his teens, he tended to grow more grounded. High school, girls, parents, friends, all pulled his mind every which way, as happens to everyone. By his senior year, Lance had lost his focus. He didn't have any college or job plans. Nothing in particular, at least. Just vague ideas that were more just get by than to really do something he'd enjoy. And then he saw something that would put him right back on track. While the tales of heroes had passed by his ears many times, he never got particularly involved. He had always thought that most of them were just embellished, or so distant that it would mean nothing much to him personally. But then he came across footage of THE hero: The Centurion. Even though it was just recorded footage, and he had been gone for a few years by then, Lance couldn't help but feel a stirring as he watched the recordings of many of the Centurion's exploits throughout Freedom City. Watching him soar, with such incredible power and nobility, Lance felt like a young boy again, just as he did when he would watch the birds high up. And then he remembered what he had sworn years before: He would fly. Lance would go on to join the United States Air Force as a pilot, and showed considerable promise. He quickly rose through the ranks, showing a natural affinity for the skies. He would go on to enroll in the USAF Test Pilot School, and graduate with extremely impressive marks. He would be assigned to testing experimental jets, with a particular focus for highest top-speed. During one of these flights, his life would take another, drastic turn. Lance was assigned to push the limits of an extremely potent new craft, designed to far exceed the highest recorded limits for a manned craft. It was a risky venture to begin with, but he had shown the strongest potential among his peers. The flight began smoothly enough, but it would not last. There were still flaws in the design, and as he neared the top speed, which put a massive strain on his body as is, the craft began to give way. Before the instruments were able to warn him, an explosion began in the engine, and within moments, his entire sight was nothing but fire. Shutting his eyes and praying, Lance tried desperately to reach his ejector in time. And then everything went black. Lance would awaken sometime later, in what appeared to be a military hospital. He had no idea how long he was out, or even that he was still alive. And by all rights, he shouldn't have been. The explosion happened so quickly, and with so little warning that it was a miracle that he was able to pull the ejector in time enough to survive. But not without cost: The explosion claimed both his legs, and his left arm. The horror dawned immediately. Not only would he never walk...but more importantly, he'd never fly again! Or so he thought.... During his initial recovery, a man approached him, claiming to be an agent of AEGIS, and made him an offer. Due to his outstanding qualifications, he was chosen to be transferred to their organization for a special project, should he accept. Unsure at first, mostly because he had no idea what use they could have of him now, he was told what they'd want of him: They wanted to make a man fly. Truly fly. With the ever-increasing rate of superhuman-related crime, AEGIS would need a powerful agent of their own. Someone who would be able to stop threats before they could hurt anyone. While it all sounded too good to be true, Lance signed on eagerly. If what they said were true, he'd truly have his greatest dream. They were true to their word. Going through an extremely advanced surgical process, Lance's body was made greater than he could ever ask. His new body was given the ability to push him further than any plane ever could. Modifications to his senses gave him more info than any dashboard. And with the new training he was given, his confidence was higher than ever before in his life. And he would devote himself to live up to his new name. Victory! And he would mean the defeat of any who threaten his nation's people.Personality & Motivation: Victory absolutely revels in his new lot in life, seeing it as a chance to fulfill his boyhood dreams of flying among the greatest of heroes. Even though the situation that led to him being chosen for the Project was incredibly traumatic, Victory now sees it as a blessing in disguise. While the initial months were indeed filled with tribulation due to recovery, surgery, and a unique form of rehabilitation, Victory pulled through, and is eager to put his new lease on life to good use. Lance was already an upbeat, optimistic fellow even before the Project, and many of his peers found him to be a welcome, open, and honest friend. The men he went through Basic Training with bonded with him especially well. Part of the reason he was chosen for the Project was that his brave demeanor would help as a form of PR, as well, should the need arise for a more public face. Victory, however, is known for also being a "Speed-Freak", and seems to be genuinely addicted to the sensation that high-speed flight gives him. This had gotten much more severe following the accident, to the point where some of the doctors working for the Project have seen it as a possible trauma-induced mental illness. While this hasn't caused any serious issues, the matter is still being looked into. He certainly seems to begin to develop symptoms of depression if grounded for extended periods.Powers & Tactics: Victory readily embraces the tactical options his incredible speed allows him. When possible, he'll try to end a fight immediately by smashing into the opponent at top speed, although this isn't always an option. More practically, he uses his maneuverability verniers to allow him to fake-out enemies, disorienting and confusing them, before striking a timely blow, the impact enhanced greatly through use of the verniers on his limbs, allowing him to hit with incredible force. As a last-ditch tactic, against a particularly resilient foe, Victory may try to grab on to an opponent and rocket high into the atmosphere where air is thinner in an attempt to make an opponent pass out, or drag them under water, but being careful not to outright kill the foe this way, unless absolutely necessary. Complications:Duty-Bound Although granted relative autonomy in regards to application of his powers, AEGIS can still call him in for special missions at any time if he is needed.Heavy His body is rather heavy due to all the equipment installed, although the same equipment is what allows him to move as fast as he does.Speed-Freak If unable to go out high-speed flying for too long, he begins to slip into depression.Walking-Hesitant Tends to feel awkward or uncomfortable with his feet on the ground, due to the limb replacements and missing out on the sense of euphoria flight gives him. May also be an odd effect the accident had on his psyche. Usually moves about through hovering when possible.Abilities: 2 + 10 + 10 + 2 + 4 + 2 = 30PP Str 20/12 (+5/+1) (+8 STR from Innate Density) Dex 20 (+5) Con 28/20 (+9/+5) Int 12 (+1) Wis 14 (+2) Cha 12 (+1)Combat: 14 + 16 = 30PP Initiative: +9 Attack: +7, +9 Strike Grapple: +11 (up to +26 with Dynamic Super-Strength) Defense: +12 (+8 Base, +4 Dodge Focus), +4 Flat-Footed Knockback: -8/-5Saving Throws: 0 + 3 + 6 = 9PP Toughness: +13 (+5 Con, +4 Enhanced Constitution, +2 Density, +2 Protection) (Impervious 4/2) Fortitude: +9/+5 (+9/+5 Con, +0) Reflex: +8 (+5 Dex, +3) Will: +8 (+2 Wis, +6)Skills: 72R = 18PP Acrobatics 15 (+20) Skill Mastery Computers 4 (+5) Gather Information 4 (+5) Knowledge (Any) 0 (+1) Knowledge (Tactics) 9 (+10) Skill Mastery Knowledge (Technology) 8 (+9) Notice 8 (+10) Skill Mastery Pilot 15 (+20) Skill Mastery Sense Motive 2 (+4) Survival 3 (+5) Swim 4 (-/+5)Feats: 26PP Accurate Attack Acrobatic Bluff All-Out Attack Benefit (Security Clearance) Connected Contacts Dodge Focus 4 Eidetic Memory Evasion 2 Fearless Improved Initiative Luck Masterful Tactics (Use Knowledge [Tactics] to spot ambushes & avoid feints) Master Plan 2 (Use Knowledge [Tactics] for Master Plan checks) Move-By Action Power Attack Quick Change Skill Mastery (Acrobat, Knowledge [Tactics], Notice, Pilot) Takedown Attack 2/1 Uncanny Dodge 2 (Visual, Auditory)Powers: 13 + 1 + 8 + 1 + 6 + 4 + 6 + 6 + 38 = 83PPDensity 4 (x3 Mass, Extras: Duration [Continuous], Flaws: Permanent, Power Feats: Innate) [13PP]Immovable 1 (Extras: Unstoppable) [+1PP]Protection 2 (Extras: Impervious)Strength 8Super-Strength 1Enhanced Constitution 8 [8PP]Enhanced Feats 1 (Takedown Attack +1 [Rank 2]) (Jets) [1PP]Immunity 6 (Cold Environments, High Pressure Environments, Radioactive Environments, Suffocation, Vacuum) [6PP]Protection 2 (Extras: Impervious) [4PP]Super Senses 6 (All Visual Senses, Extras: Analytical, Extended [100ft Notice Increments], Rapid [x10]) [6PP]Super-Senses 6 (Communication Link [Radio, to AEGIS base], Direction Sense, Infravision, Time Sense, Ultrasonic Hearing, Ultravision) [6PP]V-Project Booster System 16.5 (33PP Array, Power Feats: Alternate Power 2, Dynamic Power 3) [38PP] Base Power (Dynamic): Flight 16 (1,000,000MPH / 10,000,000' per Move Action, Power Feats: Moving Feint) [33PP] Alternate Power (Dynamic): Super-Strength 16 (Rank 17 Total, Total Lifting STR 105 [Heavy Load: 25,000 tons]) [32PP] Alternate Power (Dynamic): Strike 13 (Power Feats: Accurate, Knockback 2, Mighty) [18PP] Drawbacks: (-2) + (-2) = -3PPVulnerability (Electricity, Frequency: Common, Intensity: Minor [+1DC]) [-2PP]Vulnerability (Magnetism, Frequency: Uncommon, Intensity: Minor [+1 DC]) [-1PP]DC Block: ATTACK RANGE SAVE EFFECT Unarmed Touch DC20 Toughness (Staged) Damage (Physical) Strike Touch DC33 Toughness (Staged) Damage (Physical) Abilities (30) + Combat (30) + Saving Throws (9) + Skills (18) + Feats (26) + Powers (83) - Drawbacks (3) = 193/205 Power Points Link to comment
