Sign up for jobs. Hire for jobs. Sign up for the Circus Maximus. Bet on if a job will succeed or get foiled, who will foil it, how much money they get away. Fence your stolen goods. If it's something a criminal needs, then the Powerhouse App (a stylish PH in red on a black background on a phone) helps carry it out.
When you sign up for augmentation on it, you can be sponsored by other villains, but then you owe them a debt. When it's scheduled, the augmented individual is picked up in style; an unmarked car takes them to a secure location, then they're put under. Where the surgery takes place is unknown, but the patient will wake up in a villain only hospital, where the will recuperate from their surgery before being taken out again; powered up and ready for tangling with all sorts of Superheroes.
They still offer the Muscle-Max Package (powered by stolen Malaka Root Formulas), the Cyborg Package (via a trade exchange with Rurland that the nation officially denies), and the Feral Package (retroviral animal dna and nanotech alteration to give individuals animal traits), but the power of these packages can be much higher now; as the times have changed, the Power-House has kept up with new breakthroughs in technology.
The patients don't always survive, but that's not their concern. They get paid either way.
