Looks good, just a few minor math things: The Grapple should be Grapple: +2 (+2 Attack)/ +8 (+2, +6 Move Object) and your Fortitude Save should be +6 total, not +7. I'd still suggest getting some more complications, but you can always add them later on with an edit.

I like the concept, so aside from a few things, I'll focus on the actual build: The power descriptions could probably be a bit expanded. Its not just what she do, but also how she does, like the mutation that it seems to be. I'd recommend trying to get some more Complications. They will usually be your main source of getting more Hero Points in a thread, plus they can lead to some interesting conflicts. You got one for her powers, maybe some for her psychological state. She scared of her powers? Make a complication of that, where it might cause her to hesitate when the GM triggers that, or she's not really out to be a hero like a lot of her fellow students, there's a complication there, when they try to drag her along on heroics and she resists. So, going into the build, first of all: Its pretty great for a first try. Aside from not meeting the Defensive PL caps (which you absolutely want to do), its mostly a question of optimization. I'll start from the top. Abilities: There's not much of a point in taking ability scores at uneven numbers, so I'd recommend bumping the Strength down to 8 (giving you another PP to spend) and either making your Charisma 12 or 14, up to you. Combat & Saves: Gonna do these together. You don't really have any attacks that use Attack, but I like that you've bought the +2 Base Attack Bonus anyway. Most of your saves are good, but as I mentioned, you will want to get your Defense/Toughness up to the PL7 cap, so that they average at 7. Given Isobel's powers, I'll give some suggestions on how to do that once I get to powers. Skills: Your total Acrobatics should be +6, otherwise it looks good. I personally wouldn't bother with the ranks in Swim, and instead use those 2 ranks to bump up Computers and Diplomacy, so you can get a total +5 bonus to them. Generally speaking, most skill checks that's not opposed checks come in increments of 5, so incrementing your roll by 5 helps with that. Alternatively, the Notice and Sense Motive skills are almost secondary saves, so consider increasing them either now or later. Feats: All good. If you can find the points, another rank of Luck can got a long way. Hero Points are great to have. Powers: Deflect is really not that good, so your worries are somewhat justified. I would suggest getting rid of that power and instead spending those points on getting your Defense and Toughness Save up to an average of 7. Consider buying 4 ranks of the Force Field power (or, if you have Ultimate Power, Protection with the Force Field extra, its the same thing) to get you up to Toughness +7. Then, buy 3 ranks of the Shield power (essentially the feat Dodge Focus but as an Enhanced Trait), bringing you up to Defense +7. It could be your powers protecting you with a telekinetic force field that either helps block damage (Protection/Force Field) or keep it away entirely (Shield). That's 7PP for those two powers to get you up to caps, and that's 13 more PP for you to play with. Alternatively, you could do a trade off to get higher or lower Toughness or Defense, which should still cost 7PP. For the damage effect, I'm not sure whether the GMs will approve of the use of the Full Power flaw or not. In case they don't, consider the the Action flaw, to make it take a full round. Not like you need to move for a Perception range attack. The Attack's save would also be DC22, since for Toughness Saves its 15 + rank, unlike exotic saves, which are 10 + rank.

GM <"What the hell?"> The man closest to Venomax looked at the cloud and statred backing away, then started coughing as it caught him. Some of the other were able to move out of the way, some were caught, but it only seemed to reach six of the men, the others were too far away. Two men stopped moving, gasping and struggling. One seemed sluggish. The three men around Ryu remained motionless, standing their ground.

Justice 8PM, March 19th, 2020 University Hill, Emerald City It was late, sure, but could have been later. At least Robin could come and go, it wasn't like students didn't keep odd hours, right? Nobody would mind if she showed up in the middle of the night, and it was only evening, so, it wasn't a big issue. Not that she had been hanging around as much as usual lately, not since figuring out how to get to the AnneX, at least... So, Salvo wanted to check the place where she used to work on her stuff. Figure out how Mars had managed to grab hold of Robin's tech. It made sense, and two pairs of eyes were better than one, anyway. So, after setting things up, Robin was now standing outside the entrance to the building on the campus that held the workshop, 3D printers and whatever else that she had used to use. Compared to her fully costumed look, she had dressed down considerably. A pair of jeans, a blue and white t-shirt with the Captain Thunder logo, an open dark red jacket, and, of course, her mask. She didn't know Salvo that well yet, after all... and who knew who else was gonna show up? Robin stood a bit to the side, away from the entrance to the building, at the spot they had agreed to meet around 8. She fought the urge to look at her watch. Not that Salvo was late, but Robin really wanted to get this over with.

GM 2PM, March 21st, 2020 The Riverfront, Emerald City Since the meeting of heroes at the noodle place in Betlehem Heights, Waverider and the mighty Metanaut had volounteered to try and get their hands on an Ultio Suit system. Find a rich kid with a suit, convince him to hand it over, work their charms a little bit maybe, or, well, however else they could do it. A week or so later, they had found someone. A guy named Elliot Elijah Elder, his dad was rich, his mom was on the city council, he attended a fancy private school, so of course his mom had bought him an Ultio Suit. He hadn't really used it a lot, but Metanaut had caught him going into the suit to catch a purse snatcher, then out again, even if he had seemed kind of bored. Now, Elliot was sitting by the waterfront at the Riverfront, just looking out at the water. All alone, away from his school. Probably the best time to strike up a friendly or not so friendly conversation.

Teleport to Beacon from HQ in Z-Space

As an alternate, how would you go about only being able to teleport to the beacon devices, and then back to the previous location. So, you're on the corner of X and Y, and you activate your device to get to the HQ. Then, when you go back, you return to the same location at the corner of X and Y, instead of just any location. Something like this in the limited, maybe? I think that should work for a Teleport power on a HQ: Teleport 7/8 (Flaws: Limited [From Beacon Device to HQ, back to Original Destination], Long-Range; Feats: Dimensional) (200/2000 mile range from Emerald City) [5EP] -
That makes it a DC28 save with Autofire, so rolling TOU: 15, staggered and dazed give me an IC, then @Darksider42 is up 16 - Thug 1 - KO 16 - Thug 2 - Bruise (x1), Dazed, Staggered 16 - Thug 3 - KO 16 - Thug 4 - Unharmed 8 - Knight of Earth - 4HP - Bruise (x1) 7 - Spectre - 0HP - Unharmed

"Nice to meet you, Robin, and hello Kam." Pan's grin was, as ever, wide, as he bowed his head slightly while greeting Kam and his date. "Thank you, thank you, I like to try to make it memorable for everyone." The bowed head continued into a longer bow towards Kam and Robin, before standing up straight. He wiped a bit of golden dust from his shoulder. "Oh, but this is just an ironic date. Just friends out having fun, of course. Nothing more or less, right Eira?" He turned to Eira while he explained, having extended an arm to hold around her waist while he had talked. "But yes, I am very much enjoying it!" Pan lingered a moment turned to Eira, before he turned back to Kam and Robin. "How are you finding the party so far?"

GM The rocks rained down on the thug, who did all he could to shield himself from the onslaught, even if he had little luck. A rock struck him in the chest, knocking the wind out of his lungs and causing him to fall over. The last thug reached into his vest and pulled out a grenade, throwing it towards Spectre and... it went long past, flying over the building. Armstrong was silent, nowhere to be seen.

GM Ryu just stared up at the robotic hero. His smile had slowly faded, pulled back into a frown. "You don't know anything about this place, Cape. The Takazumi-gumi keeps this place safe from people like you. Why wouldn't they let us vent our frustrations a little? You're an outsider, you don't belong here. What makes you think that you can just come here and get in our way? Do you think we'll just let some outsider come here and start telling us how to act?" He paused to laugh, shaking his head. "Is that what this is? You coming into our community and trying to handle our problems? Trying to play the saviors to the poor Japanese people?" "Kill them." The eight men in the front pulled out guns and opened fire, shooting at both of the heroes.

GM "Ah, yes, I apologize." The man made a small bow. "The name is Andrew Orlando." With the teens having acknowledged that they knew of the fairy tales, he smiled slightly and nodded. "Well, the thing is that the good fairy taler didn't just write stories. No, the fairy tales were just tales of the things the true story could do: The true books are the source of power." He walked to his table, reached under it and pulled a note out from a secret room under the table, before standing up again. "Put short, the books let you get super powers, and our friend obviously wants those books." He held the note up. "And I do believe that the four of your look like just the kind of kids that would like to stop someone like him from getting his hands on some powers that he doesn't deserve, right?"

Pan pulled a bit on the diving suit. It was just a bit tight, he much prefered using his usual outfit, but this was how it was. All these tools, all these things, it was a lot. Not exactly what he was used to when exploring, but if that was how it was in this world, then it might be good. He listened, of course, but it wasn't quite easy to keep attention on the long explanations, but with some help, he was able to secure all the tools and things and flippers, not that he really thought he needed those silly flippers. Looking after Veronica, he looked at the others and moved the mouth piece away. "Shall we, my friends?" Placing the mouthpiece back, he jumped into the water, quickly pushing himself down with his glittering pixie dust flowing into the water around him, keeping him level with Veronica once he reached her.

Teleport to Beacon from HQ in Z-Space

Making it a full on Device would be a bit too expensive for what would basically be a way for people to get to the remote HQ in another dimension that Justice has set up, but I'll give it some more thought when I'm a bit more awake, and I doubt everyone would like to buy a beacon at 28PP out of their entire budget. -
With Justice starting to let her HQ in Z-Space be used as a base for the EC heroes, Durf (I think) suggested I could get the HQ a Teleport power limited to one way to a Beacon Device, requiring a 1EP or 1PP Feature to get to the HQ, citing the original Young Freedom had something like that. So, attempt at the power. Not sure if I wanna go with rank 7 or 8, same cost, but not sure I want it to be that distance. Teleport 7/8 (Flaws: Limited [One Way, to Beacon devices], Long-Range; Feats: Dimensional) (200/2000 mile range from Emerald City) [5EP] So, with that, what's the thought for the beacon? A 1EP Equipment Feature or a 1PP Feature?

Pan laughed, as he quickly fell in with Eira's Charleston, slightly overtaking her, spinning around as golden dusts flew all around him while they danced up the walls. As he moved with Eira and the others that started to join in on the show, Pan's fedora fell, quickly being caught in his hand, being moved along and then he spun around, passing just by Eira, mere inches apart. "Is everything ready for the real show?" he whispered. His breath was hot from the dancing, he lingered for a second, then he was next to her again, quickly starting to take the lead as he stepped, spun, moved and started setting the pace for the rest to follow.

This is so weird. I've never talked to anyone in my mind before. Mette remained in her seat, leaning back into it, doing her best not to look out the window. She was in her costume, white pants, green top and mask, some red details here and there, her long brown hair and mouth free. She really wasn't meant to fly. She wasn't scared of flying or anything like that, but she was really supposed to either have her feet on the ground or be in the water. And teaming up with a bunch of people like the Vanguard on top of it all? These people were big time, and she was just a Danish hero. Not like she'd ever mattered on a grander scale, and now here she was, being asked to investigate Rurland on behalf of Denmark, a contact managing to score her a spot on the same plane as Vanguard and being asked to join up with them for the investigation. Alright. She was gonna show them all how awesome she could be. Not it, by the way. I'm really not the stealthy type. More about making a splash. She looked up to see a girl, a bit younger than her. She was the one that they'd sent along, the Swedish robot, right? That was probably oversimplifying things, but Mette would be the first admit that she really didn't know a lot about those things. <"I don't know about that... I mean, having someone show up and spill all their oil money might not be the best way to impress a guy like Talos?"> Alright, that was a bad joke, but at least she could admit it. <"I don't think we've really met, have we? I'm the Little Mermaid.">

An excellent point. Got rid of the Equipment feat and gave him the following device instead: Device 2 ("Katana"; 10DP Container; Flaws: Easy-to-lose) [6PP] (Mutation, Metal) Damage 3 (Extras: Penetrating 4; Feats: Improved Critical 2, Mighty) [10DP]
