Corsec, Well, the problem with buying it that way in the Teleport array is that it actually makes it independent of the rapier (ie you would be able to use it to full effect even if you do not have the rapier), which does not quite fit with what you are going for. I would just buy it as the extras (and flaw), so when you have the rapier in hand, you can use it. That way, you could use it even without the rapier, just doing rapid teleports and punching, but obviously for only your base STR damage (plus possible surprise attack bonus damage) To answer your question, it would be considered a melee attack. Basically, it is a touch ranged area burst, so only the area around you, that is to say, you cannot use it for a group of targets that are say fifty feet away from you. Moving it into the rapier does not quite fit how you want the power to work. As it would become solely part of the rapier, and not part of you teleport power (though using the rapier as well).

Well, the one issue with a selective area attack is that is expensive, as that is two extras instead of just one. You might want to add a flaw (maybe full action or distracting) to keep it in the budget. You probably also want it a targeted area effect, so you make an attack roll to hit the targets, instead of them getting a reflex save to reduce/avoid the attack. 9/3 split would fit better with a normal college school year here, but then she could only for a couple terms (or one semester with some extra time for administrative stuff) to stick with the 6/6. Again, not sure it really matters how much time she spends where, as you say, she is wealthy enough to travel back and forth a lot. As I mentioned, she could easily have an adventure in Freedom City during the time she would normally be back in, saying that she was back there for some reason or another.

Velocity gave a small wave to Gaian Knight and Tiamat as the pair entered the Hall, but stayed engaged with Asad as he responded to her greeting. "Well, welcome to Freedom Hall." She said with a wide smile. "Come on and let me introduce you to some of the others." The speedster then added as she wrapped her free arm around one of Asad's and guided him over to the group she had been at previously and that Gaian Knight had just joined. "Asad, allow me to introduce Gaian Knight, Solar Sentinel, Arcturus and Foreshadow." Velocity stated, a small gesture to each of the others as she said their respective names.

Corsec: There is certainly nothing wrong with a character that spends time in both Freedom City and some other location (be that another part of the US or, in this case England) and has adventures in both. Given the set up you have for her, while a quick way between the two places might be nice, I am not sure it is completely necessary (and it would always be easy to stay that at any given point she could be in one place or the other for any number of reasons). About the addition of the Autofire alt power to the Teleport array. You can certainly add autofire to the strike attack, though you may not always have the benefit of the Sneak Attack feat, so it might start off the base +6 damage. One other problem is it may not be as useful to attack multiple targets as you would like. Using Autofire to attack multiple targets is a Full Round action, so you could not actually move to make the multiple attacks, and as the Strike is touched range, could only attack those targets within melee range. Making the Strike an area attack might be the better way to represent attacking multiple targets at once (though you might want it selective to avoid hitting anyone you did not want to).

The background fluff all looks pretty good, though, as you recognize, you need a name for your arch-enemy. Did you have a powerset/archtype in mind for him? Stats and combat looks fine. Saves do as well, though Fort and Reflex are a bit low, but you are a bit stretched on points. Skills seem fine as well. For Feats, they are generally fine, though one thing I would point out: Artificer, Ritualist and Beginner's Luck are all fueled by Hero Points, and you only have one at the moment (assuming you don't pick any up from complictions/setbacks). As such, you may not be able to really use all three of these that much early on (not to mention you will be a bit limited in stunting powers, least without taking fatigue that you cannot remove). Might be worth it to drop Beginner's Luck and take a Luck point instead. Powers are generally fine, though your Mystic Array is only 14 pp, not 22 as you have listed. Also, I count all your powers to be 71 pp, not 57 (though this is fine in the end). You need to add a few things in some places. For the Armor, need to note on the main line that it has 55 active points. Similarly, for the Mystic Array, you need to note that it is a 22 point array. For each of the powers in the Mystic Array, you need to add a notion at the end on how much each costs, ex: Blast is {22/22}, using all the points (which I believe most do). One thing I would point out with how the Teleport and ESP are in the Mystic Array: your teleport is not Accurate, which, according to the book, requires you to either accurately perceive your destination, or be very familiar with it. Because you cannot use ESP at the same time at Teleport, you cannot use it to perceive a far off place to teleport to. It might be worthwhile to change the Teleport Accurate, which would reduce its range, but allow you to view a place with ESP and then change the array and Teleport there.

Giang was quite a few moments as Daphne continued to talk to the elderly gentleman and then a couple of the others joined in as well indicating that they were a bit pressed for time at the moment. While she also would have found it interesting to hear some of what he could tell them about the railways that used to run through this area, the Asian teen knew they had a fair bit to try to do in what remained of the morning. "Thank you sir." She replied to his farewell, with another small bow. "Please look after yourself as well." The other students added their own farewells, if somewhat less formal and the group began moving on once more over towards the nearby wetlands and wooded area to begin their tasks.

GM If Lady Shen was bothered by Subito or Serge's shouts of encouragement, she did not show it, keeping her steely gaze on the teenage heroine before her. While it was likely Giang heard the shouts, she also did not acknowledge them directly, keeping her focus on the situation at hand. Stepping forward toward the original opponent she had been facing, the Asian teen once again sent him sprawling onto the stone courtyard before stepping away again and turning to face the remaining two opponents while shifting her stance to be ready for their attacks. Those followed quickly after her movement, one of the two leading the charge, leaping over his fallen comrade and aiming a kick that was designed to cause Giang to step out of the way and into the path of the second who was following closely after. But Giang had anticipated such a maneuver, having encountered the tactic with the Triad operatives that had attacked her and John Smith at the Chinese New Year celebrations in Freedom City back in February. So when the second man arrived, aiming a strike at her, the Asian teen was already twisting away from the attack and guiding it aside with the palm of her left hand. As her original opponent once again climbed back to his feet and began to try to circle around, Giang delivered a quick backhand strike to the man who had just attacked her with her left hand. That was followed immediately with powerful kick to the man’s midsection, which sent him sprawling onto the ground and writhing in pain. The other two opponents once again tried a coordinated attack, but Giang was able to glide out of the way of the attacks, delivering another counter attack to one of the two attackers that sent him to the ground unconscious. A few moments later, she had blocked another attack from the remaining opponent and then disposed of this last opponent as well. The Asian teen relaxed ever so slightly as she glanced around at the three downed opponents before glancing back over towards Lady Shen to see if she would order more of her students to attack. But the elderly woman simply had a satisfied smile on her face. "I see proper attention has been given to your training. We could continue, of course, but that will do for the moment." She made a small gesture and all the other kneeling students all jumped to their feet, a move that caused Giang to tense a moment, but then they all bowed in unison and then began to disperse, a few coming over to collect their downed comrades. Lady Shen turned slightly to regard the three teens at once. "While I attend to some other matters, please feel free to explore the grounds. I would highly suggest not venturing too far beyond the beach to the north, nor flying too high. You will not enjoy what those collars will do if you venture too far from the compound." With that, the elderly woman turned and began walking away from the trio, the guards that had been following them thus far all leaving with her.

Velocity chuckled slightly as well at Solar Sentinel's comment. "Oh, that comments sounds like there is quite a story behind it." Just as she spoke, she noted a new pair of guests enter the Hall. Gabriel moved over to greet the tall, muscular woman that the speedster believed was called Maxima. The other figure was one that she knew all too well, at least as Megan Howell. She had known Amir al-Misri most of her life, as he was good friends with her parents and had hired her father to represent him in countless business deals. He was also her former boss during her internship at Summit Transnational back at the start of the year when she was finishing up her Economics degree. As Velocity, she had an opportunity to work with him as Asad as well, though the encounter with Madame Marvelous had been a bit touchy for Asad. But before she could excuse herself to greet him, Foreshadow reappeared. "Thank you sir." She said with a wide smile as she accepted the offered glass of cider and took a tip. "Happy Holidays, it is very nice to see you again Foreshadow, particularly in much more pleasant circumstances." "I will allow these two gentlemen to introduce themselves while I take a quick moment to bring over another new arrival." With that, Velocity moved over to Asad as he was scanning the room. "Good Evening Asad, Happy Holidays! So good to see you once more."

Megan smiled as Stesha seemed to brighten up while talking about the harvest on Sanctuary. "We will have to make a trip there soon. I am sure Lawrence would enjoy it." The blonde speedster then gave a small nod as her teammate mentioned how exciting all the changes must be for Lawrence. "Yeah, it should be a really exciting for him to have his first real Thanksgiving as well. And it will be the first time he will get to see snow." She paused a moment as well, and gave a little shrug at Stesha's question about how he was adjusting. "So far so good on adjusting, but then we took things slow. Like I said, we took him out to Fiji after meeting with Deadalus and Captain Thunder first, and he and I just came back here to Freedom City two days ago. Needless to say he was awed by actually seeing a city in something other than pictures or a movie. But he got over that rather quickly." "It is almost scary how smart he is, but Robert said he was reading things well above that level when he was six as well, so, I guess it is not too surprising."

"It's very nice to meet you Arcturus." Velocity replied with a wide smile. "Over dressed?" She then added with a small laugh. "No, not at all. I knew I should have worn a dress instead. Though, I could take a half a second or so and change I guess." The speedster added with a grin. "And no, you're pretty much right on time, I expect more people to be arriving shortly." Velocity caught sight of the white smoke coming down from the chimney that had been recently installed, but showed no sign of alarm or the like as Comrade Frost took form from the smoke. Over the speakers, White Christmas by Frank Sinatra began to play.

"That sounds like it would work very nicely." Giang commented in response to Thaelia's statement about already having a necklace that would work with the dress she was currently considering. While Mali tried to explain to Thaelia what she had meant by "trashy," Giang considered a number of possible dresses, but did not find anything at the moment that appealed to her. Unlike her two friends, she needed to be more mindful of the price. Turning back to the other two, she spoke up once more. "I know it is still a little while before any final decisions need to be made Mali, but have you thought much about your plans after we graduate this spring?"

"Very nice to meet you Henry." Velocity replied. "It is usually not quite so homey here in the lobby, but that is one of the benefits of having a member that can transmute mater, makes internal reorganizing pretty easy." "I take it this is your first visit to Freedom Hall?" The speedster had spotted Gabriel making his way downstairs, and at his transmitted whisper, she turned to glace back at him slight and gave a small nod before turning back to focus on Solar Sentinel. It was then that she spotted Foreshadow II make his way in and move further into the lobby area. He had apparently missed seeing her, the two had worked together during an incident down in Rio de Janerio during Carnival, and she had a suspicion they had also helped stop an attempt by Larceny Inc. to rob a charity event back in February, though he would have had a different costume and name then if that was the case. But before even she could excuse herself and try to intercept him, another guest arrived, this one closer to her and Henry, so she decided she would catch up with Foreshadow later and instead turned to greet the new arrival. "Hello, Happy Holidays! I'm Velocity, welcome to Freedom Hall." The cheerful speedster said in greeting to Arcturus. "And this is Solar Sentinel." She quickly added.

Giang returned Creys' hug with a warm smile. The Welsh teen had been among the first Claremont students that the Asian teen had gotten to know after starting at the school, when they had gone with John and Subito to the Lost World. Since then they had shared a number of other adventures as well. When Mali's parents came in to greet the guests, Giang turned to face them, giving a small bow in greeting before shaking their offered hands when they came to her in turn. "It is an honor to meet both of you as well. Thank you for your gracious hospitality."

Giang brought one hand up to shield her face some as the wall of white-hot flames leaped into existence in the hallway, keeping either her or Blod from easily being able to get to the Serpent Empress or Subito. The Asian teen took a quick glance around, looking for a nearby source of water large enough to try to use to douse the flames. Finding none handy, she turned back to look as Blod was engaged with the other serpents. For the moment she seemed to be doing well enough so Giang focused back on the Serpent Empress and the staff she held in her hands. Sweeping her hands out in front of her, the Asian teen sent a jet of twisting coils of water at the serpent. There was a loud HISS of steam as the water impacted the wall of flames and continued on, but the blast went well wide of the intended target.

Though he had been able to shake off the third hit from Revenant, the blond Battle Brother appeared to be getting a bit flustered. "Revenant huh?" He stated with a faint smirk. "We'll remember that after we take you down!" This time, the large man made a direct attack against the undead attorney, but he fared little better than his "brother," the attack just missing Revenant as she stepped back out of the way. "And you'll be sure to remember us!" Added the African American Battle Brother as he stepped in, launching a punch of his own. For a brief moment, it appeared as if she was going to be able to dodge this attack as well, but the large man just managed to land the powerful blow. As he connected, the blond Battle Brother turned suddenly, almost as if it was not his own action, and his left hand (the arm on which he wore the unusual bracer) suddenly shot out to strike at the heroine, but missing her once again.

So, this time Jack just tries to punch Lucy, missing with a 20. Malcom tries to attack her as well, http://invisiblecastle.com/roller/view/4320009/'>13, sigh so, I will give Rev a hero point and let Malcom reroll. This time he just hits with a 12, bumped up to a 22. That is a DC 27 toughness save for Rev. Also, a special ability they share is triggered, giving Jack another chance to punch Rev, but he misses again with a [url=http://invisiblecastle.com/roller/view/4320017/]15.

Crimson Tiger's powerful attack sent the fighter that had hit Freddy flying backward to slam into another fighter who had been approaching the door as well. Both men were sent sprawling on the ground, the first one clearly the worse for wear, the second hurt and dazed. Back in the doorway, the fighter that had been in melee with Crimson Tiger found the agile teenage heroine leaping over him and into the room behind him. Seeing so many other still engaged with the short, thick Freddy behind him, the man took a few steps further into the hallway, aiming a kick at Harry. But the rumpled private investigator was easily able to dodge the attack, as he had gone fully on the defensive to try to get out of this mess in one piece. Inside the room, one of the fighters that had initially gone after Freddy moved back in towards the door, filling the space just vacated by the man that Crimson Tiger had kicked. Throwing a left jab at the teenage heroine, the man managed to connect with a solid hit. One of the other fighters that had been attacking Freddy started back slightly in surprise at Crimson Tiger's sudden appearance, but quickly recovered as he launched a kick at her. His aim was off and the teenage martial artist easily dodged aside. Another fighter that had been focused on Freddy aimed another punch at the stocky pugilist, but Freddy had enough wits about him still to duck under the swing. Another fighter that had initially gone after Freddy moved instead towards the group that was gathered around the other door to the hallway to follow them, while another fighter moved closer to the intense melee around Crimson and Freddy, holding back for the moment until an opening presented itself to him.

Fighter 11 moves out into the hall and tries to attack Harry, missing with a 19. Fighter 5 moves up to take the place of the guy Crimson just hammered, throwing a left jab her and hitting with a 25, so DC 18 toughness save for Crimson. Mess and Fighter 3 are both dazed, so do not act. Fighter 9 switches his focus on Crimson, launching a kick at her (-2 atk/+2 dam shifted), but misses with a 16 Fighter 4 stays focused on Mess, also making a shifted attack, but misses with a 10. Fighter 1 moves over towards the group gathered around the other door out of the room, while Fighter 7 moves a bit closer to the melee around the door (Crimson, Mess and a bunch of other fighters), but holds back as there is nowhere for him to really get in at the moment.

So, edit to above, Fighter 3 was actually knocked back to Fighter 6 (which does not change what happened to Fighter 3). Fighter 6 only gets a 20 on his toughness save, so he picks up a bruise and is dazed.

Fighter 3 gets a http://invisiblecastle.com/roller/view/4319957/'>22, so is bruised and dazed, and flat on his back after hitting the back wall. And he picks up a Staggered condition from hitting the wall so hard.

So, Tsunami will just go for targeting the Snake Queen with a water blast, and failing again with a 14. I think I preferred IC being down.

Megan gave a nod of agreement at Stesha's comment about how Derrick should want to come home at some point to be with her and Ammy. "The holidays probably are not helping, but it is really enough to get to anyone Stesha." She replied. As her teammate turned to other subjects, the blonde speedster figured it was best to leave the other issues behind. Hopefully Stesha would not feel hesitant about bringing up those problems again in the future if she felt the need to do so. "Well, we have not really given a lot of thought about Christmas this year just yet, seeing as to us we are back after being gone so long." Megan replied with a smile. "We might be considering having it in England with Robert's mother and sister. But, even if we do, it's not like we could not make a quick hop back here to go to Sanctuary for awhile. It sounds like a wonderful time."

Velocity replied before she beagn listening to the conversation between Vector and Revenant with a bright smile and just about to interject when she caught sight of another guest stepping into the lobby from outside. "Excuse me one moment." She stated to the other two women before she was gone in a blur of yellow and a slight bit of red from her hat. The young speedster then came to a sudden halt near Solar Sentinel, the long brown wig she wore in costume swishing out to one side from the sudden stop along with the tassel on her Santa hat. "Happy Holidays!" She said with a bright smile. "I'm Velocity, welcome to Freedom Hall."
