As the media gathered outside the entrances to Freedom Hall, hoping to get a glimpse of some of the heroes that might be arriving, a blur of yellow zipped past them, a wind kicking up behind it from the speed of its passage. Skidding to a halt at the entrance to the Hall, Velocity looked back at the cameras and reporters, giving a bright smile and a wave. In her other hand she held a red box of European chocolates. The press took the chance to take pictures and get her on camera, for it was not that often that they got a clear shot of the speedy teen. After giving the a brief moment to take some pictures and get a her on film, Velocity closed the remaining distance to the entrance to the Hall in the blink of an eye, making her way through the doors that had opened for her, and coming to a halt just inside.

Not sure if that punch hits, but she was power attacking for a total of +13 damage.

Its on page 24 when they are talking about trade-offs. Under Attack & Save Difficulty it says "this modification does not apply to powers that do not require attack rolls". Area attacks have not attack roll, per page 159.

Interestingly Barnum, I have seen Keneson talk about Attractive as having a "soft" cap. In the Paragons book, there are apparently NPCs that have ranks in Bluff and Diplomacy and then more Attractive ranks than the PL limit should allow. Someone asked him if the book was missprinted and he said that with it was not, and that when the combination of skill ranks, Attratctive bonus and Charisma bonus did not all total more than the PL limit (for skill ranks and stat bonus), then it could be okay, and that he allowed that. Basically, he was saying Attractive could substitute for Charisma in improving the skills.

A cone is still an area effect, with no attack roll, so there is no trade off between attack and damage to take the damage from the area effect over the PL cap. And my mistake, hehe, not dodge focus (as that would have been a very large bonus to reflex), but Defensive Roll (wrote that before I had some coffee )

Velocity used her dodge focus to improve her reflex save. I will wait to see how Val takes the attack, as that might affect Velocity's action. By the way, I believe that area attacks (even from the shockwave stunt) are capped by the PL.
