And I'll just take a standard action to complete the full-round action (Intimidate) and fly back a little bit (I'd say a couple steps further away).

Blue Blaster moves back a bit and just slightly into the air, bringing himself to appear barely taller than the larger boy. Something doesn't feel quite right here. If they need weapons for this, why's he unarmed? "As for you two, I suggest going now, without the guns. In fact, maybe get someone to clean up after we're done."

Blue Blaster (Blazer??) is using a move action while he finishes talking to draw his blaster. Then as a standard action, he's beginning an Intimidate check (it being a full-round action), which I'll add into the post (I wasn't sure if it would be rolled this turn or at the end, during next turn and figured it wouldn't matter a lot) - I guessed he's got the disadvantage, so subtracted the two for that. If not, they can be added back in. He's trying to make it a fairer fight if a fight's needed, and to go without needed to fight if possible. (The problem is that I think I have a penalty to my personal Intimidate checks, so anyone with a bonus is a bit hard to pull off)

Oliver's eyes narrow behind the visor. Sport? Still a little shaken from the guns being drawn, Blue Blaster lands, trying to keep his 'hero face' on. At the same time, he knew he was obviously a bit smaller, if not younger. "You know how some of us have a somewhat random name, or sometimes use a pun? Well, me, I went with something fairly straightforward so that anyone could pick up on it on sight. I go by Blue," Blue Blaster motioned to his suit, in shades of blue, from bottom to top. As his hands pass above his shoulder, the hero slowly switches his blaster into his hand and holds it up. "Blaster." Letting a small grin spread on his own face, Blue Blaster glances at the two nervous boys behind the big guy. Back to watching the talker's moves, Blue Blaster talks to them. "Now, if you'll put the guns down or even into the backpacks, I'll take them in and let you walk away without issue. Or, we continue on the hard path, and I take you in with your guns."

Likewise, Blue Blaster is moving up, alerting his opponents and going into Total Defense. Of course, he'll be more likely to regret it than Velocity... :)

Spotting one of the groups that had been acting suspiciously, Blue Blaster flies over to the trio, keeping just outside arm's length. Evening himself out so he hovers, a slight nervous fear passes through him before he puts on a solid face. His fingers hovered over his palms, keeping him in flight and ready to move in case they (or anyone else) responded dangerously. Blue Blaster looks down at the trio, then speaks into his voicechanger. "Good morning, boys. Something I can help you with?"

Well, I'm not completely sure on most of the stuff here (except the Sneak Attack issue), but in order to attempt to help out with the original subject... For Perception Strike vs. Indirect Strike, obviously there is an overlap in the abilities. If you don't want to have the opponent able to miss, you'll want Perception. If you want to do more (or less) damage than your PL, Indirect Ranged is the way to go. Okay, I'm actually not sure, giving it some thought. The first rank ignores cover, second makes it a radius of origin points from you, and the third makes it a radius of origin points from or towards you. Perception Range requires you to be able to notice the target with an accurate sense (for humans, Vision, Tactile) - if they have total cover from all of those, you can't affect the target. So, if they have total cover, Indirect won't help Perception Range. But if they don't, you can sense them with an accurate sense, so you'll be able to hit them. The first rank doesn't seem useful. The only time the second rank seems useful is if they're touching you while behind you - but you can't see them or turn around. The third rank, though is a bit iffy. First, if you're attacking someone's back (that's facing you), it could easily be argued that you can't see their back. If you just need to be able to accurately sense the target to attack them from behind, which is resonable from the second rank - then it would only be useful in the same conditions as the second rank except if there's nowhere on the side facing you that you can attack. Regarding surprise attacks, any number of ranks (even 0) could be argued for it - it's just easier to do as you go up. In any case, it's obvious you're doing it (without subtle) - but if you're having your arm disappear and reappear somewhere else, it probably should be. As for the Doctor, this is one of the things I really like - alternate meanings... In this case we go back... (summing up a little for time/space) In fact, as you may see - Sneak Attack being forgettable and useless is not possible (according to Barnum) If we give the feat two qualities - forgetableness and usefulness, both ranked from 1 to 10, 1 being the lowest. Barnum's comment says it's as forgettable as it is useful - or, it's forgetableness and usefulness are equal. Taken at it's extremes, that means either both are 1 or both are 10. If both are 1, it means that everyone always remembers and takes it into consideration - but it's so unuseful that only beginners would ever use it, as there are things much better for cheaper that almost always fit the character better. If both are 10, it means that no one ever remembers it and has to be reminded each time it might come up - but it's so useful that it's a wonder that people don't take it for characters that it may only technically fit. Seeing as you had earlier reminded Barnum of Sneak Attack being the third thing sneak attacks do, I'm assuming that the rank of either quality (and thus, both qualities) is greater than 5. Maybe not 10, but falling on the side of generally forgotten. :D

Okay, I'm seeing that now. I got a little confused, there. So it would be more 3ppr-1. The cost sounds about right for the limits to the base power to me (although the cost to effect, I'm not sure on). Then again, as I said before, my opinion's not the one that matters. A couple thoughts, even though they may not matter Can he keep the blood stored? (In other words, could he 'prepare' vials of power by injuring people that are willing or unable to resist - even better with regenerators - then triggering his power at a later time) If so, how long? Related question, could he store it internally? (I've had thoughts on a hero with this as his main power...) Thinking on it though, you could probably go with the 4 ppr level - you're limiting it to biological or magical powers - that would easily fall under "all of a target's powers at once". Maybe with a drawback that it can only work on powers carried in the blood (or just a descriptor note). I'd probably base the flaw on the Channelling flaw - if you have to injure near the time you use the power, I'd say -1 flaw; if you can store it, but externally only, I'd say +0 (the ability to have multiple subjects' blood on you is outweighing the need to injure the subject); if you can store it internally, I'd say +1 extra. (as the previous, but you can't really lose what's storing the blood) So, I'd go with... Mimic # [All powers at once; Extras: Extra Subject I (+1), Stacking (+1); Flaw: Limited (Only subjects injured by Stygwyr, -1), Tainted (-1); Drawback: Organic Subjects only (-1pp)] (4ppr - 1) With Source (Blood), it would be 3ppr-1, 4ppr-1 or 5ppr-1. Then again, if you can do this with just the subjects blood, the Residual Extra (+1) could be needed... (with the Source (Blood) covering the fact you can't get it from other things that would have residual effects of the power) Just some thoughts that if this were in person would be called "thinking out loud".

Well, they are slightly different, although I seriously doubt all three would be worth -3 points per rank... "Channeled by Blood", I assume, is basically Source [subject's Blood] (in which case he would need the blood to maintain it) - if he doesn't need the blood, this should probably be removed. "Only from target that Stygwyr has injured", would mean that he himself has to deal an injury wound. Not horribly difficult, but there is a related flaw (under the Acid power - Acid Blood gives what appears to be a -3 flaw if you have to be injured to use the power). It probably depends how much lethal damage the character can do as to the level of the flaw. "Limited [Organic creatures with blood]", is much simpler, it only allows the subject to be an organic creature that has blood. All together would combine to be (I'm guessing), that Stygwyr must injure an organic creature with blood and have access to said blood in order to mimic that creature. If so, the following would be immune: Organic creatures with no blood, Inorganic creatures with no blood, Inorganic creatures with blood, Creatures immune to lethal damage, anyone able to take their blood away from him. In addition, any injuries no caused by him would be unable to be affected. I could see it being a -2 flaw, maybe even a little more, but I'm not sure on -3... (not that my opinion on costs of powers matters a great deal ) A side note though, is that even if it's a legal power, if you want to have the power accepted, this will probably have to be a very low-ranked power. As I'm sure you'll notice, this would give you 5 points of powers for each 2 points you pay (10 if extra subject gives the full pool). As a low (to very low) ranked power mostly for flavor purposes, it probably won't be a big problem. When it gets to higher ranks, though, you'll be gaining abilities much faster than will be balanced (even with the limits on the source).

Less than .1 seconds, if my math's right. Blue Blaster, on the other hand, will be using a move action to look. If possible he'll take 10 for a 16 total, but I'll put a roll up just in case I can't. 24... I suppose that's lucky if it's needed.

Not seeing where the guys had gone, Oliver thinks quickly. His blaster hooked over his shoulder, he attempts to get on top of the bathroom without attempting to draw attention to himself (using the jetpack if necessary). Once on higher ground, he takes a look around where he had last seen the groups, then in the direction they had been headed. I just hope I'll be able to do something if they are planning trouble.

Oliver gives a little wave of understanding as he turns and hurries off to the nearest bathroom. Keeping in mind the general area he expects the groups to be headed to, he plans his route after changing. He heads into a stall, hanging his bag on the door and starts to get changed (taking note of the sound of the door and sinks).

Having just stepped away from the group when he thought Kevin wasn't looking, Oliver cringed, mentally kicking himself for being spotted already. In a flash of an idea, he puts his hand against his stomach. Just before speaking, he realizes that Kevin said 'you guys' and pauses long enough for the girl he spotted earlier to comment. Taking a deep breath and looking up at Kevin, Oliver explains. "Something's just not..." and takes a pause as he shifts his weight visibly, pretending to hold himself back. "...agreeing with me." He gives a simle, trying to look uncomfortable as he does so, still holding his stomach.

Okay, even I can tell something's up here. Question is what, and how much trouble will it cause. Oliver looked away, trying to find a good spot to leave the group quietly and change, slipping towards the back. Adjusting his own backpack, Oliver decided, In any case, I think I'm going to need to get the costume out early. Going over excuses in case he was spotted going away from the group, Oliver decided on the old classic, 'Off to use the bathroom' unless another more obvious one presented itself.
