No, it isn't, it's Linked to a Boost All Physical Ability Scores power. A Boost not limited to herself, so that power as built represents her punching fast & amping her own Str, Dex and Con, and her throwing a rapid succession of punches that then amp up the target's Str, Dex and Con. Also, Boost sucks. If it's to be amping herself up, use Enhanced [Ability Score].

"Hostess's choice!," he exclaimed; her enthusiasm was infectious! "'sides, if'n I start diggin' 'round, it'll jes' be messy. An' you know best what ya'd be lookin' fer in a sample." Miss Americana was able to collect samples without problem. As he said, as soon as she cut them away, his own flesh restored itself, but the sample remained, it did not disintegrate or try to leap back to him. Pinning the flesh back enough to get nerve and bone tissue samples proved trickier, as the incisions kept trying to close, but she was able to use a few silver-plated instruments (acquired years ago as part of the estate sale for a deceased doctor; she'd mainly been interested in his anatomy textbooks and models) to keep him open. Occasionally the dog would whimper, but Dead Head assured him she was doing him no harm. "Hey, wanna see another trick?," he asked as they removed the last of the incisions closed up. "I bet it'll really make ya scratch yer noggin!"

Since it's just one Device, you can use one attack action to shoot both. I.e., I'm not going to make you use two actions just because the descriptor of the one device is "pair of bracers." You could of course surge to shoot him with a rubber science bullet to KO him. ... and now I need to refamiliarize myself with Damage to Objects ;) -
Inanimate objects get no save vs. the Drain Toughness, they just suffer the full effect, then must make a Toughness save v. the Damage. Mobile Constructs get a Reflex save vs. the Drain Toughness, so they're not as hosed by it. What about worn/carried items, like a communicator or utility belt (Equipment), suit of powered armor (hard to lose Device), or cosmic rod (easy to lose Device)?

Pointing out that something has not been contributed to in a while, while not contributing to it yourself, is a mild form of trolling. Doktor Archeville + Fulcrum = Doktor Delta, who uses the smarts he got from his father to manipulate the Terminus energy generation capabilities inherited from his mother in new and exciting (and terrible) ways. (The Greek letter Delta is used in some scientific and technical notation to denote change.)

In this case, I'll allow that. A few loose-lipped teachers (booze is a social lubricant!), and I don't think it's too far-fetched to say Colt's been looking through FBI & Interpol Most Wanted lists (bounty hunter habits die hard), and they'd have several educated guesses to who he is. (How'd they get to the Brownstone's server? Vince surely has no idea!) All this together, and Colt's 99.9% certain this guy's name is Jeremy Blaine. -
As the door swung inward, and the charnel stench hit them, a deep, throaty growl came from the air near Dead Head. "Burning dead!" a voice barked out! Mutt charged in, fading partially into view as he went. Most of him remained semi-transparent, but his burning crimson eyes and slavering fangs were all too solid. He howled as he went, a soul-chilling sound that the cultists knew heralded vengeance for all the unnatural acts they'd committed. "They're what?! Sons of-" Dead Head spat as he followed suit, charging in -- far faster than any shambling zombie should be able to -- and clobbered two cultists with his trusty shovel as he made a beeline for the head cultist. "D'y'all know who I am? I'm one'a the heroes what sent Baron Samedi an' Hades both packin'! Ya think ya can do somethin' they cain't?"

Not quite what Fulcrum was expecting when he said he had something special to show her on Valentine's Day... but certainly unforgettable! Definitely a more breathtaking sight than the other 'mundane' places Viktor had taken her to on their many dates the past four weeks... which is not to say those dates were dull, of course. Many had been quite stimulating, in fact, though their size differences proved... complicating. They'd warped in from the the teleport station in his Hanover Home, materializing in the station's south arm. After a bit of observation out the windows there, he began giving her the tour. "By de vay," he said with a sly grin, "dis -- de station -- is not vhat I vished to show you, liebchen,"

So 16 of the 20 are panicked and fleeing (or panicked and cowering/dazed). Dead Head Standard Action: Charge (per our House Rules) the first non-shaken, non-panicked, non-fleeing baddie he can. Using the free "starter" versions of All-Out Attack (-2 Defense, +2 Attack) and Power Attack (-2 Attack, +2 Damage) all chars get. Since this is a surprise round, target should be flat-footed, and thus vulnerable to Sneak Attack damage. Attack with shovel; charging (+2 attack, -2 Defense); All-Out Attack (-2 defense, +2 attack), Power Attack (-2 attack, +2 damage). DC 25 Toughness save if he hits, 27 if his Sneak Attack factors in (1d20+12=30) Move Action: Move on to next non-shaken, non-panicked person. Free Action: Extra Effort to surge, gaining another standard action. He's down to 1 HP now. Standard Action: Kabong! Attack with shovel; All-Out Attack (-2 defense, +2 attack), Power Attack (-2 attack, +2 damage). DC 25 Toughness save if he hits, 27 if his Sneak Attack factors in (1d20+10=20) Unless anyone else gets a surprise round in, now we'd roll initiative. Initiative for Dead Head and Mutt (1d20+2=9)

Colt: Not just another pretty face! JoaB knows he's heard descriptions of a guy in camo and hunting gear running around the city, with lots of weapons, targeting certain superhumans (hero, villain, and undecided), but nothing more than that. Grim knows quite a bit more. This guy goes by the name Witchfinder; specializes in hunting down and killing supernatural menaces... and anything supernatural that could become a menace... and anyone who associates with supernatural beings. Rumor was he tried burning down The Neverending Story once, while people were locked inside, but that was never proven, and quick response from some local heroes prevented any severe damage. He knows his stuff, as the iron-inflicted wound in her neck proves; he studies targets, sets ambushes, basically a boogeyman for all the Things That Go Bump In The Night. He can even sense magic, somehow, and nullify some weak magic effects. Word is he does it all because of some tragedy in his past, some beastie killed his folks in front of him or something, and he's vowed vengeance on them all. Colt knows that, and more. His magic-sensing and -nullifying ability comes from the bracers he's got on (Greek in origin); he's not above using magical items to kill other supernatural critters, but he'll destroy the item as soon as it's served its purpose. He knows he spent a few years studying around the world; even has the names of a few of his teachers. Wanted by the FBI and the Brotherhood of the Yellow Sign, and that's just for starters! Don't know his real name, though. -
Yeeaah..... Mutt Free Action: Talk to DH. Yes, he can talk; not well (Int 6), but he does not have the Mute drawback. Move Action: Move 100 feet into warehouse, hovering above the fire pit Free Action: Drop total Concealment, so he can be heard and smelled; make fangs and glowing eyes o' doom visible, the rest hazy Standard Action: Howl, i.e., use Fearsome Presence. Everyone within 50 feet of Mutt (who does not have Fearless) must make a Will save, DC 20. Fail, you are Shaken (-2 on attack, saving throws, and skill checks). Fail by 5+, you flee. Fail by 10+, the panic (dropping any held items) and flee; if unable to flee, they cower, dazed (able to take no actions, but not flat-footed) Minions who fail, even by 1, suffer the worst result (panicked and flee or cower) And once I know how that goes, I'll post Dead Head's actions. EDIT: 50 ft., not 100.

Speaking of, now that you've all had a good look at the Mysterious Stranger, there's a chance you know who it is. Make a "know the bad guy" roll (assorted Knowledges, or Gather Info if you have Well-Informed). -

"You probably could!," he said in response to her med school model plan. "In fact, perhaps you could help me sometime brush up on my anatomical studies. I had already put in a request to the city morgues asking for medical cadavers so I can keep my surgical skills from getting rusty, but a living visible model would be equally helpful!" At around the time Lynn had willed her heart to stop, Archeville had removed certain layers from the holo-Lynn in order to get a look at her heart. When he saw it stopped, he did a double-take between the hologram and the real Lynn. Then he squealed. "Ah-ha!," he said, clapping sharply, "Now, that does fit one of my hypotheses! Hrm!" In sharp contrast to the graveness of the discovery, Archeville waddled towards Grim, and began speaking in a very froggy voice. "Hrmmm! Your glamour, surrounds you and binds you, it does! Luminous being you are, not this," he pinched his arm, "crude matter!" -
I'm fine with handwaving the Immunity to Suffocation and saying it's already in effect now. I'm leaving it to you whether her heart's beating or not.

Archeville nodded solemnly at the point about Lynn's family, "it... it might be better if you asked. Maybe... after the wedding. Give them time to wrap their brain around the idea of, well, me. I mean, in addition to whatever they have seen in the papers or on the news." He laughed at her 'visible woman' trick, "I was not aware you could do it selectively like that! Oh, this is a nice surprise!" He appeared not all discomforted by the trick, though his attention to it drew his attention away from his scanner. He glanced back at it, then to her, back and forth. "Ah, interesting -- I am getting the same readings when you drink the water I gave you as I did when you drank the beverages you created. In both cases, they simply vanish before reaching your stomach. You are not digesting; in fact, you... well, hold on, let me do these other metal tests before going off on a tangent." Her reaction to those was met with a smirk, "'magic' is only science that ha snot been properly explained yet. Which is the entire point of these tests." "Besides," he grinned and tapped her on the shoulder, "I think astronomy, chemistry, neurology have beaten astrology, alchemy, and phrenology enough for Science to have a comfortable lead." "Now, back to my earlier find!," he exclaimed. He manipulated the controls of the Screwdriver again, and a life-sized hologram of The Visible Grim appeared before her. Another manipulation, and the 'camera' zoomed in on the torso, and all the visible organs. "Right, now, your vital organs. Though in your case, that appears to be a misnomer: they do not appear to be doing anything. Your lungs are working, but there is no gas exchange -- I believe you are only breathing out of habit, not necessity. Your liver and gall bladder are both quiet, no bile production, which makes sense as your stomach is not digesting anything." Organs not functioning? But what about... her heart?! -
