Still in the branch head's office, in the building, looking out via monitor feeds. Or, let's say, out a large picture window, since you wrote that the Bad Guys know he's around. He's not made an appearance outside yet. Thinking.... Question for you, O Mighty GM: may I use an HP to have an invention "on hand," or, rather, something the Doktor picks up from one of the workshops in the building (something not-yet-complete that he finishes in the time it takes him to walk down the hall outside)? If so, what sort of pp total could I play with?

The Wiki does list everything you ask for, though, and I tried to organize it in a logical and easy-to-find way. Date: April 3rd, 2010 (Saturday), evening. Temps in the low 50s, winds S at ~10 mph. Overcast skies. Moon is waning gibbous, with 75% of the Moon's visible disk illuminated. A night like any other, or so Moira Morley thought. But soon forces would be aligning against her, pushing her to part of her greater destiny, in a showdown that could affect the very nature of life and death itself! But first, the players had to be put into place, and the battle lines drawn. Where will she go? Who would she serve? And who would she trust?

"Sadly, you are right," Dead Head said as he slipped off his jacket and placed it over his head, "but we won't be findin' no sheets out here, so this'll have t'do, fer now at least." Zak noticed that there were a few bullet holes in it, which the odd creature would peek out through. The halls of this level of the hospital were cool, quiet, and mostly empty. A janitor passed by, but he was quite engrossed in the music the device in his pocket was making. After a few twists and turns, the two arrived at the double doors of one of the morgues. "Yer friend is probably in this one. It's one'a the isolation morgues, used fer metahumans an' extraterrestrials, in case there're any odd bacteria or complications with a person's powers. If we're lucky, one of th' guys I know'l be working' this shift, an' they can help point us in th' right direction. If not, we may have t'search a bit more."

The loud ring of a phone coming from Archeville's labcoat pocket interrupted the financial officer's report, much to the Doktor's relief. It was not a phone that rang, but rather his Electromagnetic Screwdriver, which he'd set to monitor any calls made by the branch's security station to any of the higher-ups in the building. And this one was directed to the branch head himself. He put the device to his ear and listened quietly, holding his free hand up in a "quiet, please" gesture. "Ladies und gentlemen," the Doktor announced as he calmly clicked off the gadget, "dis facility is under attack by two metahumans, und a third seems to haff joined dem. I must ask you all to move calmly to de panic rooms in de center of de floor. Security guards vill meet you dere." To their credit, there was only a minimum of panic in the boardroom. About a third of the ones present were Freedom City natives, and were not unused to this sort of thing; their calm, plus Archeville's own reassuring voice, helped ease the others. As they filed out, Archeville disappeared, teleporting to the private office of Melvin Motani, the Singaporean electrical and computer engineer who headed this branch. "Oh! Sir, I was just about to-" Archeville waved him off, "Ja, ja, I know. I just popped in to get a better view, from de monitor feeds in here. Please continue mit de safety protocols. I... " he said as he began adjusting his Screwdriver again, "vill call in some special help, just in case." "Vince, vhere are de ozhers? I haff a situations here, und I vould like some backup."

Even before she began to give the fallen foes a thorough rummaging, Grim could note some commonalities among them. All were young, high school age, and of a moderately athletic build. Judging by the clothing, they were all from the poorer parts of town, except for a few whose clothes were too evenly dirty, too cleanly ripped, as if they'd been trying to fit in. All of them wore athletic shoes of some type. Grim found the expected contents in their pockets -- cash, high school id and gym membership cards, cell phones, fake jewelry (though a few odds and ends were the real thing); about a third had drugs on them, mostly assorted stimulants (including Max). All were students at either Joseph Clark or FDR high. The ones whose clothes were not quite right had a greater quantity and variety of drugs on them, and tattoos on their upper arms, a blood red skull with light blue crosses in the eyesockets; the cross in the left eyesocket was inverted. -

First off, those of you who keep saying "there's no reason folks like Arrowhawk or Colt should have a 1-in-20/5% miss chance": it's far less than that. 1) You can Take 10 on any attack roll vs. a Minion, so you wouldn't be making rolls against what should be the majority of the foes you fight. 2) If you roll a 1, you can use an HP to re-roll. And if you're out of HPs to use to re-roll, then you're literally out of luck, so an odd miss wouldn't be inappropriate. I'm against requiring Innate, since the Training descriptor (which is what most instances of this would have) is already semi-innate, given how rare Boost/Drain/Nullify "Training descriptor stuff" effects are. If a majority of the Refs agree to having this, I'd say it should have just one prerequisite: you should also have Ultimate Effort for the given task.
