Drain is limited the same way anything else is: if it's Perception Range or General Area, no more than you PL, otherwise it can benefit from Attack/Damage trade-offs. Check the Roll Call thread on the ATT, see how folks have done the Inhuman Karnak's "find the sweet spot" deal.

PPs which are earned are tracked for purposes of when Platinum would be awarded. Quark's PL 10 char sheet shows how. At the time the rule on how Gold Status works was implemented, the consensus among the Refs was for points not to transfer over, b/c it'd mean your "PL 10" char would be more like PL 11 or 12. The point of the award was to give you two PL 10 chars, not +40pp to one char. As for "Why bother playing," well, IMO such questions are indicative of someone playing primarily for points/power, which is not a good thing.

You can forget the No Save thing. I'm also a tad leery of Alt Save/Reflex put on things. (I'd probably also ask for a Drawback "Does not work on targets with Immunity to Critical Hits," as such targets most likely do not have "secret weak spots".) Problem with what you've built is that it's a stripped-down version of the already established (per ULTIMATE POWER) Detect Weakness super-sense. That is built as Super-Senses 4 (Acute Analytical Ranged Detect Weakness), and lets you know of a target's "drawbacks, flaws, and similar weakness" if your Notice check beats their Bluff, Sense Motive, or Stealth check (or some other trait of the GM's choice). Without either Acute or Analytical -- just a Ranged Detect Weakness -- I imagine you'd know whether or not a target had drawbacks, flaws, and similar weaknesses, but no idea what they were. Just that they have some type of drawback, flaw, or similar weakness. Acute and Analytical get hairy. Acute allows a sense to be fine enough you can "distinguish between and identity different subjects." Humans have Acute vision and hearing, since we can tell people apart by appearance and/or by the sound of their voices. Analytical gets even finer, letting you determine "chemical composition, exact dimensions or mass, frequency of sounds and energy wavelengths, and so forth." My best guess is that, with just Acute, if you saw Feuermacher (der German pyrokinetic) for the first time, with absolutely no foreknowledge of who he was or what he could do, you could pick up on his Vulnerability to Cold-based attacks if you'd already fought & knew of the water elemental-bound-to-a-human Riptide's vulnerability to Cold-based attacks (recognizing something you've seen before). With Acute but not Analytical, seeing Avenger would not let Ronin know of his "Not in Daylight" Flaw on some of his powers unless & until he'd seen some other Daywalker Vampire and saw evidence that that vamp had some "Only in Daylight" flaws on his powers.

Well, you don't need Acute for that. (You may not need Accurate, either, if it's just a "that black blob I see in front of me is pure evil!" but the sense isn't strong enough to pinpoint in combat even if you're blidned; you do need to list what sense type it is.) -
Yes. Kinda. In order for Dynamic Alternate Powers to be... well, Dynamic, you need two or more powers in the Array to be Dynamic. The Base power does not have to be Dynamic. No, but that's b/c the points used to buy Alternate Powers don't count for the cost of the power. I.e., Flight 7 (PFs: Alternate power, Dynamic) is a 16 pp power, but the Alternate Power is built on 15 points. You don't count the point spent on the AP power feat when figuring out how many pps you have to play with for each "slot" in the Array.

Okay, here's my concern: it is my understanding that Equipment (well, non-vehicle, non-HQ equipment) is supposed to be for stuff that most anyone could get their hands on without requiring unusual contacts and/or ginormous amounts of money. (I mention vehicles and HQs as exceptions due to space- and time-ships, and the Power feature for HQs, being available as Equipment, but then again Vehicles and HQs aren't going to be as available to a character as a Utility Belt or other part of their costume.) MECHA & MANGA expands on this a bit, indicating that things which would be Devices on some settings could be Equipment in another. (Example given: "In the fantasy series Vision of Escaflowne, there are two kinds of mecha in a world with a Renaissance-level of technology: the Melefs, which operate through harnesses of cogs and pulleys and depend a lot on the physical strength of their pilot, and the Guymelefs, which derive their power from gems... extracted from the hearts of dragons. Pilots also control Guymelefs with harnesses, but the mecha are much more responsive, which means they can be larger, stronger, and more agile... Melefs are equipment, while Guymelefs are Devices.") Should capes that are light/strong enough to allow a wearer to fly (er, glide), and which can also billow out to distort his silhouette enough that attackers perceive the outline of his body differently (Shield), and can deflect arrows (Deflect/Slow Projectiles), fall into the category of "normal equipment which can be purchased or made without requiring Stark- or Wayne-level brains or bank accounts"? And if so, are there other "superhero costume" things which could be available as Equipment in this setting? Weighted/Bladed capes? Taser-gloves?

Depending on how the time-travel aspect works -- if folks are snagged as they go to sleep, but re-appear seconds, minutes, or hours after they were taken (no matter how much time was spent in the past, and possibly remembering/dismissing it all as a dream) -- it can work perfectly in-canon no matter where your character is. Also, as a Ref and as the Admin, I'd like to know what you've got planned. Wouldn't want you trying to do anything that'd make the Refs tear out their hair

"Detect Alignment" may still be too broad. I've seen "Detect Divine" and "Detect Infernal" (in Book of Magic), but not "Detect Outsider", and D&D Paladins only Detect Evil. (I'm also not sure how useful Acute Detect [Alignment, Good, Evil, whatever] would be, since that'd open even more debates.) -
May I suggest taking this discussion to the Ref Cave or Char Building forum? The answers may have some far-reaching implications for many characters.

But the Shields in the core book are... shields. Large rigid things strapped to an arm, not sometimes-flexible, sometimes-not capes. Equipment (well, non-vehicle, non-HQ Equipment) is supposed to be things you could get without much difficulty in the Real World. I'd be fine with Slow Fall instead of Flight, since that's basically what a wingsuit is.

Doktor Vile? :twisted: Either way works for me. This Doc could've always been insanely evil, or became mad(der) after his self-experimentation. ("It's all so clear now...") My Mad Biologist Dr. Archeville is PL 10, but I think it would work best if we're at an even PL. I can either bump my guy up (to PL 12/180pp), or you can bring RRG down to PL 10 (150pp). A swap from Intimidate to Diplomacy sounds good. So mote it be! Could go for a Cosmic Mind-ish angle: Doktor Vile's latest scheme is a two-pronged one. Part one is to release blob-monsters through the city, which nom people here and there (eating and/or converting them into more blobs). Part two is the release of mind-altering substances into the city water supply (or meats, fruits and veggies from some local farms) which makes people want to go to the blobs and be nom'd/converted. Vile's ultimate goal: turn the people of Freedom City into one giant super-organism, an extension of his own body & will! (Or to become the body for some Pseudonatural Lovecraftian Entity.) *note to self: watch more SWAT KATS eps with Dr. Viper*

All sound god to me. However, #1 (Doc vs. Malice, or Belphegor vs. Malice), #2 (Shining Knight Malice vs. Dastardly Dr. Archeville) and #3 (Malice & Belphegor) I see as being easiest to set up. Oh, a Doc vs. Malice throw-down could be with the Mad Biologist version of Archeville (though perhaps pumped up a PL or two). Have a bio/chem tech vs. electro/mechanical tech showdown. ;)
