  1. Ah, if my brain wasn't so crammed with useless foreign language, I would've spotted that You could use the ESP/Telelocation to find the "mental tracks" (which might be easier than using it to find the person), then use the Mental Tracking to track the 'mental trail' back to the person.

  3. Strictly speaking, no, since Animate Object is a version of the Summon power (Summon Animated Object). But if you ask nicely, the Judges may reconsider. ;)
  4. I would actually disagree on that. "Detect Mind (Flaw: Only the Mind I'm searching for)" seems to me sorta like "Blast (Flaw: Only the person I want to damage)". Wouldn't a Tracking mental sense be more appropriate?
  5. Indeed. Power Feats can be used for a power, but Extras must be used. Examples Blast 10 (PF: Homing). At any given round, you can choose to have the Blast be homing or not. Blast 10 (Extra: Radius Area). Every time you use the Blast, it will be an area-affect thing. You can, as Barnum says, get Alternate Powers of some Effect (building it as an Array) to have different versions of it. Ex: TK 20 (PF: 2 Alt Powers) * TK 15 (Extra: Area) * TK 10 (Extras: Area, Damaging) (total cost: 42pp)
  6. Also, Empowerment may not be allowed here, as that is a Variable Power and the Judges here are (so far) fairly restrictive on allowing any sort of VP.

  12. If it's just for that one firing mode, then, yes, it'd be a Complication.
  13. Ah, so it is! And the pic threw me And... it was early in the morning. Simply being looked down upon due to an odd appearance (like not having arms, or being a lizard-man, or whatever) isn't a drawback, it's a complication For his case, I'd say Uncommon, Minor (1 point) at the most.

Having no arms isn't a "Very Common, Major" drawback if she also has Telekinesis to compensate (for the same reason that being Blind isn't a full "Very Common, Major" drawback if you also have a Daredevil-like radar sense). Also, why does she have no arms? Was she born that way, or did she lose them in a car accident or fight? Why does she have Attack Focus (Ranged) when she has no non-Perception ranged powers?
  15. Assuming you're doing the various "modes of fire" as an Array of different Blasts, it'd be (according to UP, pg.111) a 1-point Drawback to have it require a move action to switch between array slots (instead of a free action).

  19. I'm still not sure Accurate can go on the Armlet like that: Accurate applies to one attack, not all the attack in a group. As for the 'fluff' (which is equally important!), it's good, but could be fleshed out a tad bit more. There's nothing there indicating why she's a villain, or what role the jeweler or detective or Summers play in her story. While having it be jumbled and piecemeal like that may be accurately reflective of her own jumbled piecemeal mind (if that is indeed the case), this structure -- and the lack of any indication what she does with herself, how she spends her time, what her goals are, or how she fights/what role she'd play in a fight -- does make it difficult for potential Judges/GMs to actually do anything with or for her.
  20. Each time you want to use it, you must make a check, DC = 10 + the rank of the power being used. The check is usually a skill check. If the check fails, the power doesn't work, and if you're in a situation where you're unable to use the skill, you cannot even try using the power. However -- and this is not stated in any book, but is common sense -- if your modifier for the skill in question is so high that you cannot fail the required skill check approximately 50% of the time, then this flaw isn't much of a limitation.

  22. Just because it's listed as a Power doesn't mean it's a power per se. I don't think Dire's extreme skill with firearms is supposed to be due to any power, just extreme training. And I've seen more than one build of Batman done with Concealment (visual & hearing; Only in shadows) to represent his inhuman skill with stealth, though it's not a metahuman power, it's just the result of his extreme dedication to being a detective-ninja. And as for the "not be nullified" thing -- either A) tack the Innate power feat on, or know that, since the descriptor is "skill & training," the only descriptor that could nullify it is something with an appropriate (counter-)descriptor, like "amnesia gas" (so Mutant Dampening Collars won't do squat to him, no more than they would nullify a robot or mage.) I'd be fine with letting you take a "naked" Area Effect extra (an idea borrowed from the HERO System). Basically, you buy the Extra like normal, but it's not tied to a particular power. For example, say your character has a damage cap of +12 (PL 10 char trading -2 attack for +2 damage). He could get up to Blast 12 (24pp). Blast 12 (Extra: Shapeable Area) would cost 36pp. The cost of the "naked" Shapeable Area modifier would be (36-24 = ) 12pp. So you pay 12pp, and any handgun you pick up that does +12 or less damage gets the Shapeable Area extra. I've no idea what the other Judges feel about this, though (and I'll admit I've not given it a lot of thought so there may be some unbalancing factor I'm not seeing). You could do much the same effect with Boost, I suppose, with the points from Boost going towards adding the Shapeable Area extra, rather than increasing the effective rank of the power itself (since Boost can give a target traits that it doesn't normally have).
  23. 1) Take those skills as Enhanced Skills, with a Flaw "Limited to only firearms" (there's a character with that very build in the Paragons book). 2) I take it you mean some way to increase damage a firearm does? Why not just go with Boost (Blast; Personal only)? The "firearm only" part may be a drawback or full flaw, I'm not certain. 3) Takedown Attack lets you make another attack at a foe immediately after your first target drops. It can only be used once a round, unless used against Minions where it can be used as many times as you're able (i.e., as long as Minions keep dropping, you can keep attacking). I honestly cannot think of any way to do the non-Minion part, but the Minion part seems simple enough to approximate: just add Area (Radius, or maybe even Shapeable) to your Blast, Flawed so it can only be used against Minions.
