Your Toughness save is equal to your Constitution modifier plus your Ranks in Protection and/or Force Field (Defensive Roll adds as well but you don't have that). In order to hit your Defensive Caps, when you add up your Defense Bonus and your Toughness Bonus, they should equal twice your Power Level, in your case, 20. In your case, you already have a Defense of +14, meaning that in order to hit Caps, your Toughness Bonus needs to be +6 (14 + 6 = 20). If it was higher than +6, you'd be breaking caps which is against the rules. If it was less than +6, you would be under-capped, which is unwise, but rules legal. As your character has a +3 Constitution modifier, they need to increase their Toughness save by some means 3 points. By getting 3 ranks in the Force Field power, you would hit your Defensive Caps. The Force Field power costs 1 power point per Rank. Each rank giving you a +1 Toughness save. The 3 ranks in Force Field would cost you 3 power points if purchased as a stand alone power. Devices work differently. We'll focus on Hard to Lose Devices. Each rank in a Hard to Lose Device costs 4 power points, but the created Device has a pool of 5 power points per rank to acquire traits with. There are no partial ranks in Device, meaning you must spend points in increments of 4 (4,8,12,16,etc.) which affords an available pool of points in increments of 5 (5,10,15,20,etc.). Effectively, there is a discount because the Device can be taken away from the character, blocking their access to the powers contained within. Now in your case, the Power you want to put in the Device (the Force Field) only costs 3 power points. 3 being less than 4, it is better for you to buy the Force Field outright rather than trying to shoehorn it into a Device. Devices can be a good idea, but only there is a decent amount of traits to be put into the Device. Does that help? In addition, your "Magic Sight" power costs 3 power points. 2 points for the Detect Magic aspect and 1 point for the Magic Awareness aspect.

Aoiroo, the only things you buy in the Combat section are Attack and Defense. 48 points total. I have no idea where you keep getting these miscellaneous 2's, 1's and -1's from. Your Base Toughness is +3 because you've reduced your Constitution score in one of these recent edits. Also, you can increase the Rank of Dazzle dramatically. You have the full 25 points from the Base Illusion power to spend on the Dazzle. Increase it to rank 8. In addition, the Affects Others on the Force Field will not fly here. By doing that, you allow them to break caps (as they are likely capped defensively already). Also, Impervious 1 is a complete waste of points. The only guy that wont be able to get through that is literally a random guy off the street with completely average strength and no combat training what so ever. Rather than shoehorn it into a device, just buy a Protection/Force Field power.

Abilities, good. Combat, Grapple is +11 Knockback is -1 without powers, -3 with powers. Skills, good. Feats, good. Saves, good. Powers: Ok, you don't know how arrays work. Take this following Array: Blast 10 AP: Enhanced Strength 20 AP: Create Object 10 This array in total costs 22 points. It costs 20 points for the base power. Each AP costs 1 point. Each AP has a total number of points to spend equal to the point total of the Bae Power, in this case 20. Also, you got the rules for Devices wrong. Each Rank in a Device gives you 5 points to spend for the traits that are in the Device. Hard to Lose Devices cost 4 points per rank. Easy to lose Devices cost 3pp/rank. You can't buy partial ranks.

Abilities, good. Combat, you've spent 26 points, not 16. Defense costs 2pp/rank. Saves, good. Skills, good. Feats, I'm counting 9pp, not 8pp. Powers, you need to clean up the formatting a bit; you've got extra bits of BBCode scattered. Are their powers actually powers or are they Devices? Reading it, they sound like Devices, but you've given no mechanical indication that they are. Your Super Star Suit has 33 points worth of traits including the DAP's. Drawbacks, The -5 variety for Normal Identity means it takes you a full minute to "suit up", which can pretty much spell certain defeat if you are caught out of it. I recommend the -4, full round action version.

Abilities, good. Combat: Your Grapple is +9. Denote that your Flatfooted Defense is +7. Your Knockback modifier is -2 without Powers & -4 with powers. Also, you've spent a total of 44pp in Combat, not 46. Saves, Denote that you have a +9 Toughness with your Force Field. Actually, don't, as it breaks caps. The maximum Toughness you could have with your Defense is +6. Your Reflex save is +4, as you only have a +2 Dex Modifier. Skills, Craft (sewing) is +10, not +9. Sense Motive is +7, not +6. Feats, good. Powers, denote that your Illusion has a radius of 10ft. As for the Dazzle AP, I really recommend bumping up the rank, you have the points to do so, but it is not required. Also note, an AP only costs 1 point. You don't have to pay the full point cost. Your Magic Sight comes it at 2pp, not 4.

Heedless about the far more pressing matters around him, White Knight continued his assault on Mongrel Angel. "You only got dat dere Mongrel part right. You ain't nothin' but a low down dawg, an' a ugly one at that." taunts White Knight, as he continues to swing furiously at Mongrel Angel. Without the advantage of a surprise attack however, he seems to have trouble landing a hit.

With the Demoralize that's currently on Nexus, he can't beat that Set up. White Knight's nothing if not unflappably racist, so he's going to ignore the impending end of the world as we know it to attack someone a different skin tone than he is. Jack and Grim both notice it looks like it's the scene of a fight, lots of people battered and knocked about, and various medical supplies are thrown all over the place. There's a few holes in the wall too. No one you recognize is counted among the number sprawled out over the ground however. Grim's ears are keen enough to pick up the sound of a door click shut a ways down the hallway on the left. EDIT: Phalanx also sees the above. He has the added advantage of seeing several nurses, patients and aides running down a hallway away from where the fight took place. A few strides back is a doctor running the same way they are.

See Claremont's got this Zephyr girl, and while I've yet to actually meet her, I've raced against her times before. Off the line and for shorter distances, she kicks my butt up and down. So while I'm really, really fast, I'm actually more of an endurance runner; I can run flat out at my top speed for like 20 minutes, and I don't know anyone that can do that." Eli paused for a moment to organize his thoughts before continuing. "And then there's the whole lightning thing." continues Eli as he arcs some electricity between his hands. "Now I didn't pick the name Dynamo just because it sounded cool. See a dynamo generates electricity by rotating metal coils around a magnetic source; said another way: movement generates electricity." it was clear Eli had done some research as it sounded like he was reciting this knowledge. "Now as far as Vince and I can tell, I'm not getting my speed from magnetism but rather from friction. You know that feeling you get when you try running in a pool? I pretty much feel like that all the time, but I can just kind of move the water out of my way, and I get faster for it, if that makes any sense." "Now I've worked with Vince to try and get my blasts of lightning under control. My blasts have extraordinarily high voltage but very low amperage. Volts, also known as the electric potential difference, measures essentially the speed at which the current will transfer from point A to point B across a given medium. An amp is a measure of how much electrical charge will pass between two points during a given rate of time. Essentially, volts measure how wide spread the shock is while amps measure, roughly, the lethality." explained Eli, once again sounding like he had swallowed a text book. "The reason I tend to keep my distance from you guys, is what while I'm running my body generates electricity, but it doesn't store all of it, some is just given off. That's why people can usually keep track of where I am while I'm moving at high speeds, unless I make a point of losing them, I leave a trail of bread crumbs. It also means that if I'm not paying attention, I could accidentally zap fry somebody." So, the question was, how could I help the team? Forgive the pun, but I'm the shock troop/ scout of the group. Get in, scout the area, do my damage, GTFO. I could probably use my powers to screw with any tech we had to deal with, as last time I checked, not any of us are particularly gifted in that field. In bad scenarios, I could probably handle evac better than the rest of you as well."

So I'm sitting there at the bar waiting for my order, watching some TV they got playing in the background, realizing just how bad my Russian's gotten. A guy a few seats down from me gets up from his spot, but I don't pay him any attention; I think he's just going for a leak. Turns out he was really just stepping to the side of the fan. Something I should really look into one of these days. "You're in my seat." I hear from a gruff voice behind me. Surprise, surprise, it's one of the guys that were playing pool. Not wanting to cause a seen over something stupid (again), I get up and slide over to the next empty stool. "That's my seat too." Funny guy. So I slide over one more seat. The guy clears his throat. "Let me guess: this is your seat too." "Course not; it's his." says the guy as he points to one of his buddies back over by the pool table. They think this is all pretty funny. "There any open spots?" "No, they're all taken comrade." I really hate it when they say comrade, it makes you sound like an asshole. "Then it looks like I'll have to make some room, comrade." Then again, sounding like an asshole has its advantages.

So the rest of the train right went fine. I winded up in some small little town about 3 hours inside the Russian border. I got a bit of a lay over so I figure I got time to get something to eat. One of the guys on the train suggested some bar about 2 blocks away from the station. So hey, to the bar I go. It's not the worst bar I've been in, it's not the best. There's a group of rough looking guys playing pool, and the air's pretty thick with cigar smoke, but the food smells good and the glasses look like they've actually been cleaned. I order up the house special, some beef Pirozhki and some vodka & 7. It's been too long since I had some good Russian vodka. The old guy behind the bar gets to work as I hang up my jacket, and take a seat at the bar. If I had been paying attention, I would have noticed that those rough guys had suddenly stopped playing pool.

Unsurprising, the guy continues to book it. He dashes to the end of the car and then in a move that likely wasn't thought out all too well, the guy jumps through a cracked pane of glass and clear out of the train. Let me repeat that for emphasis: this guy just jumped out of a moving train somewhere in the boonies of the Ukraine. So I do the rational thing and go back to my seat. A guy like that won't willingly be found by anyone. He'd have to be dead for anyone to find him after pulling a stunt like that. And to be perfectly honest, I'm not going to spend my night looking for someone that doesn't want to be found.

Now don't get me wrong, when I first started out, I was all about the street level stuff. You know clearing out my turf and all that. Some heroes make a career out of that, and god bless them; the world would fall apart if not for them. But some of us need to use our talents elsewhere. It didn't take me long to figure out that I was immensely strong, even by super standards. So I got delegated to monster of the week duty. Know it's an important job, and it's pretty rewarding, but helping out with the small stuff, you know getting back to basics, will always have a special place in my heart. So leap off the seat to start tearing after this guy, but he's got a pretty good lead on me. Now I'm the first to admit that I'm not exactly fast on my feet, but the amount of dust I'm eating from this guy is just insane. "Get back here!" I shout at the guy. Like that would actually work.

Now, for whatever reason, I've found that I don't dream all that much. Back in the day, it was just because I was so damn tired, my body didn't have enough energy to dream. When I got older I was tired and drunk. And now that I'm a super hero, I'm thankful for any days I don't get blasted through a wall by a jet-pack ape, have to catch a bus full of nuns or get my gender swapped during the course of the day; don't ask about the last one. Just really, don't ask. So you might be wondering while I told you all that. Well the point of the story is that anytime I feel or think something while I'm asleep, I don't it's not part of the dream. So if for example, I feel someone's hand in my jacket, it tends to wake me right the hell up. So my eyes snap open and I'm starting down this little pissant that's got my wallet in his grubby mitts. Now either he thought he was hot shit or I was dead asleep, because he's got this classic "Oh ****" look plastered all over his face. He turns to run, and actually drops the wallet in his haste. He must be new at this. Good, that means scaring him into never doing something this stupid again should be easy.

But my little walk through the little hamlet taught me that some things just don't change. The train station was still a derelict piece of crap. Now don't get me wrong, it looked like that had upgraded it a little bit in the past 20 years, but it was still woefully out of date. The smell of blood, vomit and god knows what else was practically a tangible thing hanging in the air. A real tourist hot spot. Half of the light didn't work, which was actually fine for me, I needed some sleep and if my ticket was right, I wouldn't be arriving until tomorrow, which was actually 2 days after I had left. Jet Lag sucked big time. Now, as one might guess, trying to get some sleep on a derelict train in the Ukraine in the middle of the night isn't exactly the safest course of action an American on vacation can undertake. But mildly intoxicated, jet lagged super heroes are known for doing stupid things from time to time.

After too long of a flight, I disembarked off the plane in the Ukraine. There was a real bad blizzard hitting the airport in Russia and all flights in were cancelled. Snowstorms in Russia, who woulda thunk it amiright? Rather than sit around in an airport waiting for the storm to clear up, I decided it was just a better idea to get on a train. The faster I could get this over with, the better. Besides if I stopped moving there was a pretty good chance I would just chicken out of the whole thing. After hitting the embassy for a currency exchange, with a rather fetching young girl, I made my way down to the train station. I was going by foot, I didn't exactly trust any of the cabbies around here. Besides, I needed to start taking in all the changes that had happened in the area. Granted, this ain't where I grew up, but I did spend some time here before I originally came to America.

"Ticket sir?" "Hrmm? What?" "Your ticket sir." "Oh right, sorry." replied Sam coming out of his stupor and handing his ticket over to the employee. I was in a bit of a funk; I had been travelling all day, and would still being travelling for quite a few more hours to come. For reasons that now completely allude me, I wanted to do this trip the old fashioned way, as Sam rather than as Atlas. Maybe so it felt like I was the one taking care of the problem and not shifting the load onto someone else? Whatever the reason, I hoped they served booze on the next plane. I didn't care what the cost was, there was no way I could go through security again without snapping someone's neck. Though I have to admit, it really would break up the monotony.
