Ah the series of interesting events continues. From their reactions it would appear as if these humans found the sensation of the matter around them reshaping at someone else's will to be a distressing event. This should be noted and investigated further on different subject to see how they react to the same stimuli. Tempest remained silent for the entirety of the exchange and was in fact silent for the entire time Colt spent traveling to their position. The criminal humans were making a large amount of noise and using several words that Tempest was unfamiliar with, but he could properly deduce their likely meaning. When Colt human asked if Tempest could free the one criminal human, he was quickly lifted out of the ground by tendrils of concrete and deposited in front of Colt human. "Why do the humans need to remain imprisoned? Are they also criminal humans?" inquired Tempest again.

Not sure which I would want to be in the thread. Altas would be in it just to have a fun night off screwing around with all the rides and stuff. Tempest would jump at the opportunity to observe humans that the other humans deem interesting. Do you have a preference for which one joins?

In case it matters: Use Environmental Control to use the following: Hamper Movement 2 - Drops all movement speeds to 1/4 of their normal value. Visibility - A -4 penalty on all Notice and Search Checks Distraction 2 - Forces anyone using a Sustained or Concentration duration (like flight or speed) to make a DC 10 Concentration check in order to maintain the effects. I have Immunity (own powers) so I ignore each and everyone of these effects. Use the Air Elemental Attunement to get Flight 5 and close the distance. Land immediately in front of the limo and switch to Earth Attuned to get lots of Impervious and Immovable, so it can't go anywhere or attempts to ram me are ill advised. I'll then All out Attack 5, which gives me a +16 to hit with his Shape Matter effect against the Defense 8 Limo. Equipment is effected automatically upon a successful attack roll. The Limo and the several thousand pounds of material around me are now like soft clay for me, and also I have Precise. There's more to come, but that was pretty much 2 rounds, so I'll give you a change to catch up. :D

Oh this is indeed unfortunate. The Billy human's odd mannerisms suddenly made much more sense. It would the best course of action to remedy the situation. "I apologize for any inconvenience I have caused you with my questions Billy human. I shall stop this criminal for you so that you may follow and apprehend him." Immediately after the phrase was uttered, Tempest's eyes glowed bright white, the sky went dark and was accompanied with a Biblical tide of water falling from the heavens. In the midst off all this, a dense fog began rolling off of Tempest and he took to the air, seemingly unperturbed by this unnatural weather that made putting one foot in front of the other quite a chore. He rapidly closed the distance with the white limo and set down directly in front of it's path. As his feet touched the ground, he seemingly absorbed it into himself and he became like the mountains themselves. The unnatural weather then dispersed as quickly as it had come, with the last of the rain coming down as a solid sheet. Tempest raised his hand at the limo, which immediately reformed, twisted and contorted into a cage holding those trapped inside, without harming them. The limo then walked off the road of it's own volition so to avoid blocking traffic, before sinking into the sidewalk, leaving the understandably freaked passengers without about half of their bodies sticking out of the unholy union of rock, metal and glass.

Everything looks good except for Skill Mastery (Concentration), you cannot ever take a 10 on Concentration, ever. No not even then.

"I heard that people have been removed from their usual spots in the subway and the underground. Where exactly I don't know, but I could probably find out if I asked around for a bit. To move that many people is to take up a real big spot down there, or at least scare many off. There's also rumor of some "Giant Thing" running around down there, but that is nothing more than rumor - hopefully." But aside from this nugget of wisdom, Samael stayed pretty quiet, feeling more than a little out of place.

Indeed you did. Approved

This was a good decision. This Billy human is a very curious individual. He seemed to change his behavior very quickly and without hesitation. "Billy human, why does the vehicle's departure upset you so? Furthermore, why did you become agitated at your cigar. It is a not sentient item and is not responsible for events that have transpired here, and yet you struck at it with obvious violence." Did all humans lose their sense of rationality when agitated. If so then it would appear to be an obvious defect that the humans should have detected many years ago and then selectively eliminated. Furthermore the destruction of one's own property should rarely be done, for not only is there the event that agitated you, but now you have furthered the agitation by increasing the amount of loss.

Samael nearly dropped the bottles when Doc responded in Russian. Samael stared at him for a moment when the bottles were safely in hand before laughing again "I should be careful not to underestimate you Doctor!" He jovially followed Doc through through the rest of the house. Upon entering the kitchen, he nodded appreciatively apparently giving his seal of approval and set his two bottles down on the counter. "Dead and cooked is good enough for me Doc. Though I do love a good sandwich. Got any glasses around?" he adds while motioning to his two bottles.

Firstly, and most importantly, Ronin had 156 power points and was PL 10, All-Star is the same. Stats, good. Combat is misspelled. Your grapples is a maximum of +28, but can change depending on your alloction of Super-Strength on a given round. It is +20 without any Super-Strength. Your Knockback modifier is currently -9. (Ranks in Impervious Toughness + 1/2 remaining value in toughness) Your Initiative is +9 (+1 Dex, +8 Improved Initiative 2). Saves, For Toughness and Fortitude saves denote what your saves are with your normal constitution and your enhanced version. Also, at full Enhanced Value, you have a Constitution modifier of +12, which gives you a +12 Toughness and Fortitude save. Also, although I have no problem with it as is, you may want to consider a few points in Will save. Skills, add up. Feats: I'm counting 15 feats, not 12. Also, alphabatize the list. Finally, if you don't have Equipment, you can just delete that quote box. Powers: The first Blast costs a total of 20 power points. Blasts costs 2 per rank, Distracting knocks that back to 1pp/rank, 12 ranks therefore costs 12 points. 6 ranks of penetrating and 2 ranks in accurate brings the cost up to 20 points total. In addition, this attack has +9 bonus to hit and deals +12 damage, and therefore breaks caps. The Blast AP has 2 problems. Firstly, it costs 27 power points, which cannot be afforded, as it only has a useable alotment of 20 points. Secondly, general area attacks are capped at a maximum rank of your PL, in this case 10. The Enhanced Strength AP costs a total of 23 power points, and is likewise over budget. Also, in order for a power to be a Dynamic Alternate power, a least one other power in the array needs to be Dynamic as well. Then we move onto the Dynamic Array. As stated previously, the base power needs the Dynamic Power feat. So Flight would cost 17 power points. Each DAP costs 2 points on top of that so the total cost of this array would be 23 points. Also, each power in the array has a number of points to spend equal to the base power's cost, minus the Dynamic Power feat, so in this case 16. As such, the Super-Strength DAP is over budgeted, knock it down to rank 7 and you'll be fine. For Immunity (life support) you can just say life support and leave it at that, but if you want to break it down, fine by me. Lastly, please separate the Drawbacks section from the powers section, and denote that you have no drawbacks.

"Ah thank you." Samael grabbed on of the shirts on the rack and threw it on. It was indeed a bit too small, so Samael could only button a few buttons, but it was a heck of a lot better than nothing. Now that he didn't really have to worry about stepping on anything, Samael let his eyes wander as he was lead through the house, which was truly a sight to behold. At several points, Samael stopped dead in his tracks without even noticing has he looked at the various things in the house. Samael had to laugh at this. <"The poor man has no idea what he's just done."> he said in Russian before continuing in English "You are a good man Doctor!" while he helped himself to a bottle of Jack and a bottle of Absolut, he had the intention of finishing the both of them before the night was through. "Lead on!" said Samael, bottles now in hand with a jovial smile on his face.

V ery well. However, my initial question as to why you shot in the first place has yet to be answered. The reason you shot the fire escape was to gain access to the roof. Once on the roof you moved to this particular location of your own volition. It would seem that this location is somehow important to you, yet you have not disclosed as to the reason why it was important." This Billy human was certainly a curious individual. He possessed all of the classical mannerisms of one who was cooperating with an investigation, but yet he seemed not to wish to give his full support to the investigation. Perhaps my method of speech was to blame? Did he not fully understand the questions I was asking, or was the Billy human unequipped to manage the higher levels of social functioning?

"You have told me of the source of the gun shot, but not the motivation behind the act of shooting. Your gun could have discharged without you possessing intent, or you could have shot someone with the intent to harm them. I ask again Billy human to relate the events that lead to our meeting here today, truthfully." Humans are perhaps too clever.
-
Stamped.

"Ah yes I was. I have learned that a gun shot often times is a sign of trouble in the area and that if I am to help prevent any harm I should make it my duty to intervene. That is when I found you in close proximity to the likely area where the shot was fired. Your actions were irregular and therefore necessitated further examination. I believe it is at this point where you are required to inform me of the actions that lead to our immediate circumstances from your own recollection colored by your unique perspective to these events." This was good. Furthering of communication based upon earlier statements is a sign of a willingness to continue the conversation. Humans that have committed wrong doing have been known to seek an immediate resolution to their predicament and avoid authority figures. Although his mannerisms are unique, the Colt human does not appear to exhibit these signs of human wrong doing.

Your point total for stats should now be -2. Power's i'm getting 94 points, and you still have both Immunity (entrapment) and Insubstantial 1 listed.
-
"I apologize to you Billy human." The flames quickly dispersed and was replaced by his standard shifting elemental make up. Tempest then looked down and noticed he had started to melt the section of the roof he was standing on just now. He took a step off to the side, held his hand over the area and suddenly the roof rippled as if it was water and the completely repaired itself. Tempest's hand then reformed to be constructed of rocks and what looked like trees interwoven between each other. "It is a pleasure to meet you Billy human." said Tempest extending his now solid hand.

Alright, much better. Everything checks out with the exception of powers. Firstly, don't do the Enhanced Charisma -2, just put your base Charisma at 8. Next, on your immunities, you don't need Immunity (entrapment). Nearly all of the benefits for that power are already included in Insubstantial 1. Now your linked powers section, what exactly is linked to what? Usually linked powers are displayed on the same line. I'll use Corrosion as an example: Damage X Extras: Linked (+0) to Drain Toughness X Extras: Affects Objects (1) [3pp/rank] Other than that I'm not seeing any problems.

"Ah that is a higher form of communication I was previously unaware of. I thank you for bringing this matter to my attention. And now that you have answered my question, I feel it proper to answer yours. Yes human, I do have a light." Although it was pretty hard to tell, that one little voice in the back of your head said that the guy in front of you just cracked a smile. But you probably had other concerns as the creature became wreathed in flame. It slowly stuck one... finger?... out to arm's length so Colt could light his cigar. This was good. Performing what was known as a "favor" to another human was a good way to improve the relationship between each other. After Colt presumably lights his cigar, Tempest asks him "Humans have a desire to name things. I have been given the name Tempest. Who are you human?" The nature of names used to confuse Tempest, but Colt had just explained the phenomenon, although unintentionally. A name was another "saying" which conveyed the identity of someone in a brief and yet descriptive manner. These humans were clever.

Stats, add up but please denote what points are natural and which are from Growth, just so it can be separated for the "no skill" checks and other abilities. Combat: I believe that you purchased 8 ranks in attack and then 2 ranks in Defense for a total of 16 points, correct? If that is correct, your Defense is currently +5 - +2 ranks in Defense, +4 ranks in Dodge Focus, -1 Size. Grapple is +25. As Shaen has previously pointed out to me, ever single character in the books that has Growth also incurs their penalty to Attack and Defense to their grapple modifier. Yes I agree it makes no sense, but them's the breaks. Saves, good. Skills, add up. Feats, good. Powers: From the various context clues, I'm assuming that your character is a frost giant of sorts. As such, the innate power feat is a required addition. If their increased size a inseparable part of what they are, the innate power feat is required. For instance, the Growth for an elephant is innate. Otherwise it looks good.

My journey in this world has only just begun and I have discovered a great number of wonders to behold. The structures that the humans have created for themselves are quite admirable in their own way. Though I am not sure if I approve of the rigidity at preserving a single form, nor do I condone the methods of pollution. I was however overjoyed to discover that many of the humans not only were of a similar mindset, but were actively attempting to change the technology to conform to a more "eco-friendly" way of doing things. "Eco-friendly" is a term the humans use to represent that this form of technology does not damage and kill the planet as rapidly as the current version. This perplexed me as I had previously learned the definition of "friendly" and the two did not seem to match. After observing the interaction of several friends in the park, I believe however that the comparison was quite apt. I have much to tell the Creators when I converse with them next.
-
"Yes, you are indeed human, and I am certainly not, therefore seeing one similar in appearance to that of myself would indeed be a rare event." It was best to seem as if your view point was very similar to that of whomever you were conversing with. This decreases the probability of a confrontation between the two parties. Therefore it was best to continue a conversation with an affirmative declaration. "I was however inquiring more towards your specific "style". I heard a gunshot and came to investigate, and I saw you performing a set of locomotive maneuvers on the rooftops rather than on the ground. That coupled with you particular matter of adornment demanded further invesitgation to determine your motivation for undertaking such action. However my investigation so far has only increased my curiosity. Tell me, how does one 'have a light'?"
-
Tempest was enjoying himself right now. The weather on Earth was quite interesting. It was a beautiful and dynamic system, and Tempest could watch the ebb and flow for hours on end. That was until a gunshot rang out. He had learned that word a few days ago "gun shot". It referred to the loud noise created when one human used a metal stick, or "gun", to injure or kill another human. The heroes did not like this practice and would intervene and apprehend the "shooter" or "the one who caused the gun to shoot with intent to harm". English was a curious language. Tempest descended from his position high in the sky in search of this "shooter". Tempest then saw this human jumping between the rooftops. This was also a curious practice. Most humans could keep themselves aloft indefinitely. Therefore, they contented themselves to keeping their locomotion practices on the ground. This seemed like a rational conclusion. Now that he was closer, he could see what this human had adorned himself with. Humans had a curious practice of adorning themselves with "clothes". This was a means of preventing one's self from being naked and also to exhibit a particular pattern or what the humans refer to as "style". It was most curious. Furthermore, this human's "style" was unlike any he had seen before. This required investigation. Tempest landed on the building behind the curious human. "Excuse me." called out Tempest. The humans had a way of addressing one another that was referred to as "polite" this was deemed to be the preferred means of communication. What made a sentence polite was a curious matter which seemed to changed based upon the "style" of the humans involved. Hopefully this conversation would illuminate some of the nuiances of human communication. "What are you?" continued Tempest.

Stats, good, but can you change the formatting slightly to make it look like: Dex: 14/18 (+2/+4) Combat, I'm not sure what numbers are coming from where. Make sure when you buy powers that boost your various traits, they are noted throughout the rest of the sheet for easy reference. Saves, spell out what the "other" is for Toughness saves and as far as I can tell, they've only got a +4 toughness save from protection, and 2 from Defensive roll. They lose the entire Defensive roll when flat footed, so denote that they have a +4 Toughness save while flat footed. Skills, I'm counting 32 ranks or 8pp worth. Feats are fine, even if they are a little lacking. Powers, firstly make sure you denote the power point cost for each and every power set. That way we can double check all of your math easier. Break up enhanced traits into their component parts. Ie: enhanced [ability] X, Enhanced Feats X, Enhanced Skills. Permanent is a flaw applied to a Continuous duration power. There's no change in point cost for your insubstantial power, but you have to go through the standard stuff. On your attack array, the thrown power feat is something like a throwing axe. As in after you throw it, if you want to throw it again, you have to go over to where it landed and pick it up again. Aside from that I don't see any more immediate errors. Again, get those points for powers up.
