"Let's go meet with her," he said, walking along just ahead of Monsoon as they headed into the office to greet the famous Kenzie Zhang. Once inside, Mark took her hand and shook it firmly, seeming to click 'on' and light up the room with a formidable personal presence that rivaled that of the diplomat herself. "Greetings, Ms. Zhang. Dexterity and Wisdom of 26 are as high as it is possible for a human being to be without superpowers - and even Strength and Constitution of 18 make him a world-class athlete. He’s of normal Intelligence and Charisma, however. Potentially you could free up points by dropping his Intelligence and Charisma (since those won’t change any of his Saves) - but personally I don’t like to make an ability score just a straight 10 unless there’s a reason for it. Still, it’s up to you!] Combat: 16 + 16 = 32PP Initiative: +12 Attack: +8 Base, +14 Melee Defense: +14 (+6 Dodge Focus, +8 Base), +4 Flat-Footed Grapple: +22 Knockback: -3/-2 [GM Notes: His high Attack and Defense make him one of the best fighters in the world. He should probably Power Attack frequently when fighting opponents close to his Power Level - especially ones who look like they might have a high Toughness. Versus minions, though, he should just take 10 and sweep through them without breathing hard. Here’s an excellent place to free up points - you could easily drop this guy’s base Attack score, buy up more Attack Focus: Melee, and have a goodly number of points to spend elsewhere. You could do the same with his Defense (drop it and buy Dodge Focus) - but be careful, a character this squishy does not want to be caught flat-footed. OTOH, with his skills where they are, catching him flat-footed is going to be very difficult indeed.] Saves: 2 + 4 + 0 = 6PP Toughness: +6/+4 (+4 Con, +2 Defensive Roll) Fortitude: +6 (+4 Con, +2) Reflex: +12 (+8 Dex, +4) Will: +8 (+8 Wis) [GM Notes: +6 is the second-lowest Toughness it’s possible to have as a PL 10 character. Since Toughness DCs are 15+Damage Rank, he’s probably in trouble if he has to make a Toughness save versus anything other than a minion’s pistol or fist - still, with his high Defense and excellent skills, he’s going to be almost impossible to hit in combat, so he doesn’t have to worry about that too much. I didn’t spend many points here because he already has high base Abilities, leading to high base Saves. I built this guy as a modern-day ninja - capable of sneaking up on almost anyone, laying them flat-footed with an Acrobatic Bluff, and then giving them a solid beating. He’s almost impossible to fool and he misses almost nothing, in or out of combat. Versus anyone other than another superhero, he's basically untouchable even without superpowers. He’s a good street-level investigator too, making him a good fit for the usual niche that martial artists have in superhero comics. Note that speaking English as his base language does not necessarily make him a WASP like Danny Rand - there are plenty of Asian-Americans out there. You could customize this by making him not such a nice guy (Bluff or Intimidate for that Diplomacy), making him more of a monk-type (adding some Knowledge [Theology and Philosophy], or just drop the skills a bit to make him slightly less the veteran badass that he is here - and free up points to spend elsewhere!] Feats: 29PP Acrobatic Bluff Attack Focus (Melee) 6 Challenge (Fast Acrobatic Bluff) Defensive Roll Dodge Focus 6 Evasion 2 Grappling Finesse Hide in Plain Sight Improved Initiative Move-By Action Power Attack Second Chance (Concentration) Skill Mastery (Acrobatics, Notice, Sense Motive, Stealth) Takedown Attack 2 Trance Ultimate Skill (Sense Motive) Uncanny Dodge (Mental) [GM Notes: All these feats are in the Core Rules - check it out! This should give you the flavor of a mystic martial artist somewhere between monk and ninja. With his Skills and Feats (two things you should make sure you know very well if you’re playing a character with very few powers like this) he’s a one-man army capable of sweeping his way through a whole base of minions! Remember - Power Attack vs. superhuman opponents! Even without his powers, he's a solid PL 9 offensively, making him one of the world's top martial artists even when he's not calling on his inner dragon, or whatever descriptor you want to give him. This is an excellent place to free up points, whether it’s by dropping flavor feats like Second Chance (Concentration) and Trance, moving more of his Attack and Defense into Attack Focus (Melee) and Dodge Focus, or by dropping ranks in Dodge Focus and shifting more Toughness into Defensive Roll. He can use some sort of ‘steel palm’ technique to punch through oak doors, meditate to recuperate more quickly from injuries, or run right up walls if he has to! With his Speed he runs as fast as a charging bear - far faster than a human being can run. He can also make great leaps and fight without being able to see his opponents with his eyes. This is the natural place to customize the build or even free up points - tweak these Powers with any descriptor you want, or even drop them altogether. 13PP could buy you a whole lot of things to spend elsewhere, maybe on higher Abilities, more Skills, more Feats... on the other hand, it’s pretty fun to have some kind of Power to stunt off. You could drop the Chi, buy even more Super-Senses, pick up a Device to give you Damage and Super-Movement and add the Blind Drawback for a Daredevil type - or change the descriptors a bit (without actually changing the math!) and make him Misty Knight with cyborg limbs.] Drawbacks: (-0) + (-0) = -0PP [GM Notes: Think hard about that Blind Drawback!] DC Block ATTACK RANGE SAVE EFFECT Unarmed w/no Powers Touch DC 19 Toughness Damage [Physical] Strike Touch DC 21 Toughness Damage [Physical] Totals: Abilities (52) + Combat (32) + Saving Throws (6) + Skills (18) + Feats (29) + Powers (13) - Drawbacks (0) = 150/150 Power Points

In fact, she’s the strongest of all the sample builds. You might want to consider dropping her Strength and using the points to buy a higher Attack or different Feats. Another thing you might want to change is that she’s still pretty strong without her powers - that may or may not fit your concept.] Combat: 10 + 10 = 20PP Initiative: +1 Attack: +5 Base Defense: +5 Base, +2 Flat-Footed Grapple: +28 to +20 (Super-Strength) Knockback: -12/-2 [GM Notes: She might not look like a particularly good fighter but a +5 Base Attack bonus will still get you through most fights. She’s probably going to shrug off most counter-attacks even if she misses! She rolls the same whether she’s punching someone or picking up a bus to throw at them. (Make sure you let the civilians get off first, Paragon!) You could free up some points to personalize the build by dropping her Attack and Defense scores and buying Feats like Attack Focus (Melee) and Dodge Focus - note that this sheet is actually a little unusual in that I didn’t use those feats down below. Remember no more than 2/3rd of her Attack and Defense bonuses can come from Feats, so you couldn’t take her down lower than +2 Attack or +2 Defense.] Saves: 0 + 4 + 6 = 10PP Toughness: +15/+5 (+5 Con, +10 Enhanced Con) [10 Impervious] Fortitude: +15/+5 (+5 Con, +10 Enhanced Con) Reflex: +5 (+1 Dex, +4) Will: +7 (+1 Wis, +6) [GM Notes: The Paragon’s massive Fort Save means that even if something targeting her body gets past her immunities, it’s probably not going to affect her physically. Her Reflex save isn’t great - against an opponent of her PL who targets Reflex Saves, she’s probably in trouble. Her Will Save is OK. You could probably juggle her saves a bit - you could give her an even lower Reflex Save and pump up that Will Save - there aren’t many Reflex-based powers that could hold a character like this, since she could rip her way out of Snares and the like easily enough.] Skills: 24R = 6PP Diplomacy 8 (+10) Notice 8 (+9) Sense Motive 8 (+9) [GM Note: The Paragon’s skills are solid for what characters like her are probably going to be doing - she can talk in a friendly way to people, she can observe details, and she can figure out what people are about. Other than that, though, they’re pretty bare bones. That’s not such a bad thing - these skills work great for a farm girl fresh off the bus from Kansas, or maybe a Claremont teenager right at the beginning of their hero career. On the other hand, spending points on skills is a great way to make the character distinctive! This would be a great place to spend PP - whether you free it up by cutting down on her Powers, adding Drawbacks, or maybe with PP earned in play. One possible source of customization would be to give her Skills reflective of a Secret Identity, like more interaction skills for a journalist, or Knowledge (Arcane Lore) for someone empowered by ancient gods] Feats: 7PP Fearless Interpose Leadership Luck Quick Change Takedown Attack Ultimate Save (Toughness) [GM Notes: All these Feats are in the Core Rules - check them out! She can do most of the things a Superman type can do, whether it’s changing her costume at super-speed, shrugging off the threats of a cosmic tyrant, taking hits for her squishier friends, beating up minions, or taking the big hits from that cosmic tyrant’s eyebeams. She’s a bit of a one-dimensional fighter - something to customize or improve with earned PP, if you like.] Powers: 20 + 20 + 10 + 10 + 19 = 79PP Descriptors: all genetic Enhanced Constitution 20 (to Constitution 40 [+15]) [20PP] Enhanced Strength 20 (to Strength 40 [+15]) [20PP] Immunity 10 (Life Support, Starvation and Thirst) [10PP] Impervious Toughness 10 [10PP] Paragon Array 8 (16PP Array, Feats: Alternate Power, Dynamic 2) [19PP] DBE: Flight 0-8 (0 - 2500 MPH / 0 - 25000' per Move Action) {2-16} DAP: Super-Strength 0-8 (Effective Strength 40-80, Heavy Load: 3 tons - 1440 tons) {2-16} [GM Notes: She’s about as strong and tough as it’s possible for a PL 10 character to be - and downright impervious to most forms of physical harm. Bullets bounce off her chest! Her Dynamic Array means that she divides her points between Flight and Super-Strength - so with 16 PP in the array she can have, for example, Flight 4 [8PP] and Super-Strength 4 [8PP] active at the same time, or Flight 3 and Super-Strength 5, etc. Note that even with no Super-Strength at all, she’s still strong enough to lift a fully-loaded car - and with her Super-Strength all the way, she’s strong enough to lift a destroyer escort! She’d just better be on dry land when she does that - since she can't fly when using her strength to its utmost. If you want a Hulk-type Powerhouse instead of a Superman-style flying brick, just shift that Flight to Leaping. If you free up some points with Drawbacks or changing things around, you could get her some Super-Senses. The best way to buy her laser vision would be as an Alternate Power off her Enhanced Strength; Blast 5 (Feats: Accurate 5) [15PP] is rules-legal and would fit in there nicely. This is the best place to free up points on the sheet. Dropping her Paragon Array down (maybe to Flight 5 / Super-Strength 5) would give you a significant number of potential points. You could drop some or all of her immunities - maybe she still can’t breathe in space. (Her massive Fort save will help cover for missing immunities.) Dropping Impervious, or adding a Flaws so that it only works vs. Physical or Energy Damage, is another great source of points.] Drawbacks: (-0) + (-0) = -0PP [GM Notes: Another great source of PP for a character like this! There’s Normal Identity (When Exposed to Glowing Green Rocks; Uncommon Occurrence; Major Intensity) [-4PP], Weakness (Glowing Green Rocks; Uncommon Occurrence; -1 Constitution Per Minute) [-5PP] for character with problems with certain meteors. (In the FC-verse, we often use daka crystals as a stand-in for kryptonite.) There’s also Vulnerability (Fire; Common Occurrence; Major Intensity) [-4PP] for Martians and the like.   7. Riley watched his friend charge into the terrorists, her mighty fists knocking them aside like bowling pins. Woodsman saw a monster charging at powerless humans, heard their screams of terror as bullets ricocheted off its blasphemously invulnerable flesh! Riley had secured a detailed tactical analysis of the Alkahest from Robin once he understood exactly what Fred turned into - he knew as much as he could have learned about its strengths, weaknesses, and vulnerabilities, and more importantly, about the targets it attacked and it didn't. Woodsman knew what to do - multiple shots into those big eyes from a distance, weakening the creature, then a blow to its exhausted head to make sure no one could be threatened again. When the Alkahest went for the terrorist, a part of Riley fully expected to watch her bite off the man's head and chew down on the meat. When that didn't happen, Riley's brief hesitation came to an end. Running forward, his hatchet snapped into his free hand. "Lie down! Lie down!" he yelled at one of the shooters, who was far too gone with terror to listen - not that RIley would have under similar circumstances. He smashed the man in the side of the head with his hatchet, then stepped forward and shoved the other man to the ground, sending him sprawling to join his friend. "It's doin' dominance! Won't hit you if yer too weak!" That wasn't exactly right, he knew, but it was the closest parallel he could think of. The Alkahest wasn't like a Feral - it was more like one of the great alpha grizzlies that lived in the West End. Of course, bears ate people too, when they were hungry. "Dammit, whaddya think shootin' it's gonna do!" he yelled at the man with the AR-15 who was desperately reloading, and not even trying to flee, like a dumbass. "Just lie-ahhh!" Riley brought his bow up and fired it from the hip, hitting the last man center-mass with a concussive charge that sent him flying away too. Leaving Woodsman alone with the Alkahest.

Might I have an HP for Riley being put into a situation of having to intervene against a monster _without_ attacking it directly, durf? =D Riley is going to run thirty feet into melee with the gunmen and try and take them down with his hatchet. He'll Power Attack for +5 and take 10 to hit them, since they are minions. That's a DC 26 Tou save for the two minions he can hit. For the third one, he will fire his crossbow (surging, letting the Device take the fatigue for now) - which I don't believe would miss, and take it out.
  9. Aquaria padded her way through the station's corridors, weeds under her arm, enjoying the cool breeze against her skin. At the weed seller's stall (she wasn't entirely sure what the man did with the fronds, which grew from the scum at the bottom of stagnant water, something about boiling them in water and then selling that water?), she handed him the armload basket and collected her treasure - the colored chits that people on the station used for money. Realizing she had nowhere to put it, she ducked into a voiding area and changed, pulling on her Spectrum Knight armor without actually activating it. With the helmet down and the suit not powered up, it looked like just a colorful, metal-lined jumpsuit - a good thing, given the things she'd seen Spectrum Knights doing on the big screens she'd seen padding around the station. With the suit on, she slipped the chits into her pocket, then went to see if she could find Jessie. She'd been talking about getting something to eat at the cantina - maybe she could see if they still had those delicious fish guts around. - "Ohh, it's ever-so-bad!" said the weasely technician, sniffling his long snout and looking from Bliss to Ruby. "The whole plasma stabilizer complex has been disenfranchised, it'll take hours to fix, hours! Of course," he added, stroking his chin, "there are parts on order in the back that I _could_ use to repair the damage, but I'd have to break my contract with several important buyers. For a pretty lady like you, though," he added with a wink Ruby's way, "I could maybe find you a part for just a little extra in my pocket? It'll save you lots of hours!" - The Horizon crew wound up with the strongest drinks on the house, the bartender looking worriedly at Rock before deciding that the big...Rock wasn't going to be ordering anything. "Tip on your ex, huh?" Said the bartender, using a small laser polisher to clean out the inside of a heavily-stained mug, the machine humming in his four-digited hands. "This sentient gotta face or a name?" The blue-skinned male's voice was deep and gravelly, reminding Cavalier of Sam Elliot back on Earth - the small nest of sensory tentacles below an impressive-looking snout helping the impression. - Scampering along, Nae-Dae looked up at a table and found the secondary mark (but the one with the fat Terran reward!) sitting by herself at the table, looking frightened - but nonetheless menacing at the same token, like a lizard in a trap, as she studied the bar. Evidently Singularity saw nothing particularly suspicious about the group that had just arrived together at the bar.

Riley rode the bike into a dark alley, out of view of any cameras around the building, then he and Robin conferred about what to do next - trusting that the all-seeing Kingsnake would be able to find them. "All right, if you go in the front door with your thing, that's one of us in." Riley could have passed for a 'friend' Robin had found on the way, but that would have made all his equipment look decidedly out of place. Nobody but a superhero would dress like this in this version of Freedom City. "Mebbe call that number?" he suggested. "See if your little friend in there answers the door." He hmmed. "'Clined to just shoot anybody who answers the door and go in from there," he admitted. "'Specially with three of us."

Robin, his lover, had just shredded half a pack with a beauty and grace that...well, that Riley would be thinking about for a long time. Could he do any less? Riley worked the slide of his crossbow with a click-clack, coming up with a bolt that he fired directly into the flank of the Victoria-thing. A moment passed - then the heroes heard a distinct, muffled bang from inside the warped, writhing parody of a superhero. The wound on its thigh bulged like a swollen tumor and blood leaked from Victoria's gaping wide maw, but the injury didn't seem to bother her more than a little as she advanced on the heroes along with what was left of her pack. "Not this time," Woodsman hissed from under his hood as he worked the slide again, falling backwards down the corridor to move out of the reach of snapping "not this time, $($%er!"

(I can't imagine why no one wants to play D&D in Bible times - it turns out that I and some of my historian friends are the only people in the core audience for "Yes, show me Solomon's stats as a 3.0 D&D character!" Ah well.) The starry magus is the wizarding class from the nations like Babylon, Assyria, and Persia located in what's now Iraq and Iran. Because he comes from a culture where papyrus and parchment are rare and costly, the magus uses the heavens above as his spellbook, studying the stars overhead to regain spells every night and gaining new spells by going on spell pilgrimages (sometimes to remote locations to be able to observe unique astrological or astronomical events) every few levels. The starry magi have a lot of roles for the various emperors and kings of the Fertile Crescent, acting as priests and keepers of divine knowledge as much as wizards. With their interest in the precise observation and chronicling of the sky, they're as close as the Testament setting gets to scientists. They can be found all over the region, roaming around and studying their stars, fighting for gold or good when necessary. In Testament terms, this is a mid-level fellow with some experience of adventuring under his belt. He has good interaction skills to reflect his knowledge of the court of whatever empire is in power these days, as well as his superiors back home and friends he may have made along the way. His Eidetic Memory is because he's an educated man from a society with no printing press - or education outside of temples! I've built him as someone from fairly late in the Testament period - this is a Persian scholar and Zorasterian priest from the 600s BCE, one who's traveled some and learned the important languages of the day (though not the tongue of those strange Attic barbarians on the peninsula west of Persia's northwestern territories) His spells come from the Heaven domain, one accesible both to clerics of various sorts as well as the starry magi. I think this fellow would fit into FCPBP just fine - in a comic book universe, there's no reason there can't be an unbroken chain of Persian mystics dating back to the days of Cyrus the Great! (Problems with Iran's Islamic government may explain why he's in Freedom City.) He also works fine as a time traveler or someone frozen for milennia, perhaps in some war between the magi of Persia and the Olympians of Greece!

"We trust that you know how to do your work," said McNamara mildly, seeming to focus on Robin as the leader of the group - and pointedly ignoring Huang's more pointed questions about the problems with the scenario. "We know that you're all patriotic Americans who are as eager as we are to stop the spread of international Communism." Woodsman thought for a moment, looking from one hero to another, then at the long-dead President and his Chief of Staff. They'd fallen silent for the moment, probably artificially - which made sense if the scenario was to judge their reactions, not to see how well they dealt with arguments from the President. "I can get in there," he said noncommittally. "I mean, they're gonna be expecting superheroes to fly in with lots of flashy stuff and powers 'n crap, but not just somebody sneakin' up with a bow and some bombs. But I'm not really good f'r takin' out stuff fulla radioactive materials, 'specially U-238 or refined plutonium, I mean, one accident and we've fried the whole damn countryside. They prolly aren't gonna like that." Of course, of all of them, Riley had literally grown up in a nuclear power plant and was the son of a nuclear engineer. "I don't think binary explosive and rocket fuel's gonna mix 'nless somebody with powers can come with me t'clean up the mess."

She turned and ran up the stairs, signalling to her mother that she was going to make the call to Providence and yes she had it saved in the emergency contacts in her phone just like Richard and Paige had both insisted she do, she wasn't dumb! With just the adults downstairs, Bryant slowly made his way inside, moving with the deliberate care of an elderly man who did not have Anna or Richard's superpowers. "Thank you so much, dear," said Bryant, patting Paige on the arm lightly. His skin was cold when she touched it, his fingertips pale - how long had he been walking out there? "You always were an excellent daughter-in-law." He did indeed take a seat at the table, under the stares of the two downstairs speedsters who were obviously eager for him to get to the point of why he was there. He looked at both of them, Richard tense and on the edge of anger, Anna full of a carefully bottled-down contempt and said, "Look at you," he said with a smile, looking from Richard to Anna. "You look so young, Anna, and you, Richard, you look just like your mother. That's good." He laughed, then coughed a dry, hard cough that automatically made Richard step forward and put a hand on his father's back. "I'm sorry to break in on your holiday," said Bryant, and as he spoke Daphne got the response she wanted from Mother Unit - this was Bryant Haliday, one of the most successful.supervillains of the 1960s - Doc Holiday, a man who had gone into almost complete retirement in the early 1970s, decades ago. "But I have some important news. You see, I'm dying." "What? But you're-" Richard started to speak, but then stopped. Bryant Haliday had no superpowers, no special gifts save his charisma and intelligence - and he was old enough, he'd told Richard once, to remember the day the Centurion debuted. He was well past 80 already. Of course he wasn't too young to be sick. "I started having the headaches around the 4th of July last year, and the doctors, well..." Haliday rubbed his temples. "The tumor will have killed me by the next 4th of July. Which is really too bad, because they had this wonderful fireworks display planned with the shape of red white and blue eagles." Mom! came Holly's thought, broadcast loudly through the telepathic matrix in the room. Nobody's picking up over there!
  20. Woodsman fired from the hip, a wooden shaft flying out and impaling the lead gunman through the hand. Choking in pain, the shooter fell backwards amid the hail of bullets, the fentatyl laced inside the hollow shaft pumping into his system, sending him collapsing to the pavement. For his part, Woodsman ducked and rolled as the shots rang out, and as the assistant fell to the ground, he found himself wishing he'd shot the gunman through the head,

Pinned down on the plaza floor without cover, Riley felt naked, exposed, trapped by the baying crowd and its bloodlust, acutely aware of the predators closing in on them from the other side of the barricade. Can't be this many people on the street every day, how'd anybody ever get into this damn building? Of course, in regular Freedom City, seeing a crowd didn't mean you needed to come with heavy artillery and bladed weapons to get through. "Cantcha see 'em?" he demanded, even as he reached behind him and unfastened his crossbow, pulling it out and ready into his arms. "Hey! You stupid asses!" he declared, his eyes fixed on the would-be gunmen, his weapon obviously readied. "You pull those things out, I'm gonna shoot you! What the hell is the matter with you - whaddya think is gonna happen here today?"
