Two related questions. Given that Ace hasn't really been out and about just holdign things down here (and his pile of starting HP) would it be Ok to have him "use" inspire/leadership to counter the fear/give bonuses as his emptying of his HP pool?

Kinda. I think low light/dark vision is a modifier of basic vision (counters obscure{darkness}) which is already accurate not a seperate visual sense. Ultra or infra vision is a seperate visual sense and to use it to target woudl require accurate 2 (all visual senses). Though basic vision is accurate by default so you only have to pay the 1 (2?) points to 'upgrade' it to accurate 2 (all vision) Thats how I've always read it at least.

Phalanx tensed as the flames erupted around James, however Psyche seemed to have him distracted with the mental battle they were locked within. The mesmerizing sight of the enthralling demonses taxed his will but he was able to throw of their spell, "Snap out of it Edge." He said lightly jostleing his enraptured companion but he had little time for more. The demons on the right were trying to break Psyches concentration and that couldn't be allowed to happen. The other question is what effect do you want this to have on the person. Illusion with progression is actually a lot broader than projecting them into a nightmare realm as it allows you to create whatever kind of surroundings you want within the area. The nightmare realm could also be a descriptor for a stun or paralysis type power or alot of other mental powers really.

Well keep in mind he still has to make the toughness checks to stay upright too Honestly the bruises are a bigger deal than the -1 int as very little combat related is linked to Int and the lost traits come back one per round once the stimuli (the bruises) are removed so it wouldn't take long to recover even.

So that could cover tech as well as magic devices?

I'm looking for a way to model the stuff Ace has collected or has access to through contacts. Basically after years in the hero biz he has old gizmos and devices from past adventures as well as artifacts and salvaged trophies etc. My first thought was something along the lines of the inventor feat but he's not actually making the stuff just accessing it. Would connected cover this? IE can connected be used to get a temporary (for one thread) device? How best woudl this kind of thinge be modeled?

Its where GM discretion comes in. If its late in the fight or a bruised and stunned result not so much a set back. Getting taken out of the fight in round 1 is pretty signifigant.
