Rene fondled the artifact for a moment. He wasn't entirely sure this was wise, but it had worked in the past. Not strictly in a beneficial way, of course, but then, it had come under the foul influence of a malign denizen of the nightmare world. Hopefully this time no such corruption would be present. "Lets see what happens..." he said. It could hardly make the situation worse. He slowly placed the ruby pendant around the girls neck, brushing her hair away gently. "Sweet Dreams, little girl..." he whispered.

THe only obvious thing I can think of is shave a few points by Making Strike Accurate 1 or 2, and lowering attack accordingly. -
Trollthumper - Tracer - PL8 Hero (Possible Bronze Idea)

You could possibly throw in a few APs to the ESP array and call it your "Urban Power Array" eg Move Object Transform Illusion Permeate Environmental Control (Slow movement, fluff would be odd angles and obstacles just happening to appear). Some of these powers could have drawback only in urban environment. Or in a few cases limited to urban materials, I suppose (if careful). Some kind of tracking power in cities might be in order later? Looks like a fun character. -
"Aha, you mean this?" answered Rene, bringing out the Ruby pennant of the Boogieman. "I did... although I confess I am still unsure as to what ze lovely thing actually does. But if it can help..." he shrugged. "This young lady, she is another walker of dreams is she? and has become trapped? is it our friend? or something else?"

Rene nodded and muttered something positive in French. He was probably older than the combined ages of the other mages put together, with the possible exception of Etain - who, for all he knew, was older than he was. It was all going a bit fast for him. But he could feel the tides of destiny, and he was going to sail them. "Oui, oui. Tomes are good. We should collect as much learning as we can. Make it safe as we can. A library of all magical texts - and historical references. Much safer that way. " He was still pacing, mentally looking at things to paint. "And a nice big magical bell tower, warning of arcane threats to ze fabric of ze universe!" he proclaimed with a wink. "I always wanted one of them! sounded so dramatic!"

Rene arrived at the hospital and had some time arguing with hospital staff about the case in question. He had a tendency to get irritable at red tape (the plague of the modern world, in his opinion), and a tendency to get irritable full stop if one was honest about it. After cursing in French and making a few phone calls, he managed to barge his way into the room still muttering under his breath. "'Allo, 'Allo" he said with a wave of his hand, still red faced. "Rene de Saens at your service" he said by way of introduction giving a slightly too extravagant and slightly too quick bow with a doff of his beret. He took a look at the slumbering girl and the assorted hero's. "What is ze situation?"

Depends how many people are chipping in?

"The very first I have met" replied Quentin. "Well, the very first I have met and actually known about. I don't know what's what these days, with every third kid saying they are a new age witch or spiritualist or something... I over-stress the point, but I guess you real artists wouldn't go around broadcasting the fact?"

"Hurt? I think you are mistaken! Muahaha! There is no paiiiiiii....." he grimaced as more electricity and light coursed through his glowing body. "...in... Only power!" He struggled to regain composure before fixing his daze once more on Dragonfly. "I have become more powerful than you can possibly imagine... and I will become more powerful still! Now leave, before I blast you to atoms!!!" he roared, and raised a lightning coursed fist.

Rene closed in, laying a hand on Marcus to refrain the ursine hero from tearing off the head of the Knight. Not that he thought Marcus would - but he had a nagging suspicion about the beast rune, especially at the moment. "Oui, sir Knight. Perhaps you are mistaken in your quarry?" he added, scrutinising the warrior. There was a glare in reply, but also doubt in the eyes. "It is true, you are not... quite... what I had expected. But I sense something of the dark arts in you nonetheless, beast. But, I concede, you are not the... quarry... I hunt, now I look at you. No, my quarry is more unnatural than you, from the stories and shadows that hint at its appearance. "

"Its a good place to paint" nodded Rene, signing his approval. Of course, he sniffed, and ran a finger over some furniture to collect some dust, but he was smiling nonetheless. "It is, perhaps, our destiny to be here. Ze will of the fates. And who am I to argue?" he shrugged. He was already sizing up some of the angles and features of the place. It really was full of things to sketch, draw, and paint.

The need for Crack! Other than that, as you see fit, you have narrative control. They are pretty addled things.

My suggestions Workshop - Rules suggest that for Magic use, this needs to be purchased separately. (For artificer feat eg) Laboratory - Again, the rules may call for separate buy for arcane use (as it is specialist) will need Ref adjudication? Have to define the defence system - maybe Emotion Control - fear would be best bet. A specialised form of "Personel" as per Book of Magic may also cover the ghosts in terms of them doing housework / maintaining the building etc. Im not sure how Security System would fit in - you would have to make up some fluff as to why people cant physically enter and that (for instance) Arcane Knowledge could substitute for Disable Device to defeat the security system to enter. Such as a magical lock or something. We need to debate Concealed or not. If we dont buy it, everyone will know its the HQ of Freedom Cities arcane heroes. Personally, I would like it to be concealed - at least from the public! [On a related note, we could do a reputation chart for the mansion Gather Info, History, Arcane Knowledge]? Other than that, looks good. If we have space, other things to consider: Bumping up the size / or allowing a custom feat "Gardens/Grounds" to represent a large area outside mansion? Power System? Probably an old fashioned generator (maybe a bit steampunk, like a 19th Century Coal fired thing) just so we have lights on if the power cables go down. Alternatively, arcane source of power. Various Possible Powers (The obvious ones) Im building with a PL 10 base which is how the Refs judged we should do the Lab given a PL spread over the heroes. Teleportation 10 [Anywhere on earth, Long Range, Accurate] ESP 9 (Scrying Pool, including to other dimensions) [20,000 miles. Dimensional 2, Visual and Auditory, Medium: Water] Communication 10 (Mystic Communication) [Anywhere on Earth, Dimensional 2, Subtle] Spring to mind. Others might be a Magic Nullifcation (for getting rid of curses, hexes, etc), an ESP obscure (so we cant be spied on!), Healing type powers, or even things like Granting us mental quickness / boost WIS/INT in our "Meditation chambers". All just off the top of my head. PS back!

Fighting not necessary... thats kind of your call. Hiroshima isn't going to blast any more right at this point, although he is likely to threaten too...

"Good shot sir!" clapped Supercape as he unleashed another pulse of Gamma radiation. The nice thing was, atoms where not exactly in short supply... good thing too as it looked like he would be needing plenty of them. He continued swooping around, hoping the creature blow would not be able to get a fix on him. Of course, it seemed pretty cunning and he had no idea what it could do, but it paid to be safe.

I have been hit by two deadlines (well deadlines that have actually whizzed past a few weeks ago) that mean I will probably be burning some midnight oil for a few nights, maybe into the weekend. Posting will be limited for the next 5 days or so until I can get these under my belt!

Id didn't really take much physical effort to do what it did. In fact, it took none. But Supercape found himself out of breath anyway, from the mental exertion, adrenaline, and stress. Another pulse of Gamma Radiation erupted around the blob beneath him. "Its like chipping away at a mountain" he groaned. "And I'm not entirely sure its the right thing to do anyway..."

Repeat Gamma Blast!

"Ah oui bonjour!" replied Marcus "Ah, Marcus, oui, oui, I am sorry my friend, I was just resting my eyes..." he coughed with a little shame. He had taken to daytime napping in the last decade or two, and today he had rather taken it to extremes. On the flip side, he had been up painting what he was sure would be a masterpiece till four in the morning last night. As Marcus explained the problem, Rene tutted and nodded. "Hmmm, and interesting problem, and another young woman eh? this is getting to be a habit..." he chuckled, not without seriousness. "Freedom Memorual you say? I shall come over..." He called a taxi. As an afterthought, he pocketed the Boogeyman's Red pedant in his coat. You never knew...

Helpful to know. Ive never played M&M at that PL! They aren't really blanks to me, to be honest. I'm not really seeing any upside to PL 15, other than for concept reasons. Juggling the maths around, in abound 10-2PP more (PL 14 probably, possibly 13) I just see Supercape as "finished". Of course inspiration might hit me later, but as it stands I don't really fancy cutting him out of the possibility of a lot of adventures. That sounds like good advice at any PL for any character! As it stands I will probably just stop him around PL 13/14 and let the unspent points pile up, as Ecal suggested, unless there is something that really grabs me. Helpful advice from all on the matter, cheers.

"Plenty" replied Supercape, who had shut his eyes and kept them clamped against the sand. He could sense the Blobs in just as good detail with his own uncanny senses. Drifting again, to keep a moving target, he once again shifted a few key molecules out of existence, and a burst of gamma radiation flooded the major blob. "However, I have no idea how much help it is. These thing's seem built to withstand a nuclear blast. Almost literally..."

Gah, I wish I had stunted the Drain CON now... Anyway good one with the obscure. Im not sure selective was even needed - Supercape is stuffed to the brim with supersenses, and I think Giain has Tremorsense? Not that im complaining! ANyway persevering with the Gamma blast on blob senior... Normal auto hit, DC 20 Fort Save - should he a chance each time of knocking it down a peg or two, and the poison will hit in at some point.
