That is very true. There just isn't enough volume of agency-affiliated PCs to make up a "proper" team, and summoning random supers from thin air to make up the difference is kludgy and contrived at best.

Souffle_girl, there are several reasons why AEGIS does not have a superheroic arm, and just a handful of powered agents. 1. Thanks to the Patriot's reports on his comrades' missions being released to and used by the Communist witch-hunter Senator Joeseph McCarthy, back in the 1950s, AEGIS(founded, remember, by the Patriot after he left superheroing) still has a certain unpleasant atmosphere regarding superheroes. It's sometimes seen by the more free-spirited heroes as the very thing Jack Simmons wanted to avoid, a blindly-loyal extension of the US government that wants to get every super's real identity on file and into its service. 2. Related to the above, most superheroes just want to do their stuff without government oversight or involvement. They follow and enforce their country's laws, but don't want to be bound by obligation and regulation to a higher power. 3. The Avengers movie wasn't out yet when the setting was created. 4. A lot of the backing and support the agency provides is easily replicable by a super-team NOT funded by the governmental body of the local landmass. It's a job, not really a vocation or grand calling like joining the Freedom League, especially since SHADOW has been lying low and gathering its strength out of sight for decades. 5. Government-backed superhero teams are almost invariably corrupt or evil or both or just plain incompetent. Most people playing superheroes, as evidenced by our own PCs, prefer for them to be freer-ranging and without anyone to answer to or tell them what is to be done. 6. It's a S.H.I.E.L.D.-style agency. Normal people doing extranormal this with the right technology, training and information. It having superheroes either crowds out the agents or else makes them largely redundant.

Rice, something has gone dreadfully wrong with the formatting of the mechanical half of the sheet. You need to get that sorted out at your earliest convenience. Also, you ought to separate your various sections in the story half of the sheet. "Yet as time went by, the fire-blooded bloodline became more and more polluted." <Thaaaat's a bit iffy a choice of words. 'Polluted' in terms of being made unclean also seems to be less the issue than the magic fading as the dragon's soul infused successive generations with power. I'd advise adjusting the wording there. If he's all about normal people, has a strong sense of personal justice, and has the benefit of such lengthy historical perspective, why is he still more traditionalist than progressive?

It's clearly life magic, though it's somehow bending through time and into other dimensions without actually leaving Earth's spiritual landscape. The body inside is surrounded by a protective cocoon of raw potential energy, which the coffin itself is a solidification of. Whoever is inside hovers between life and death, and is acting as a conduit for the web of power they're drawing through their body, focusing it into the ley line coursing through the river.

Mind-Set locked eyes with the treacherous alien, a deep scowl of concentration gouging his chiseled face as he forged a mental channel from his psychic web to that of their once-welcome guest. Even as he tried to force the alien's thoughts to bend his way, Nathan felt a twinge of revulsion in his stomach: Domainting others, forcing them to act how someone else wanted, was the kind of thing he heard on the news all the time. Whether it was fanatics brainwashing impressionable young men, politicians manipulating public opinion or supervillains like Mastermind outright altering peoples' entire personality, it was never to anyone's good. Thrusting his doubts aside, Mind-Set unleashed a torrent of psionic force into the alien's brain, struggling to take control of the flow of synapses and bend the already beleaguered psychic web to his will "...what you need to worry about is me!" The struggle was fierce, though the brawny telepath barely moved. Like a wall he stood, gazing into the eyes of the man he sought to defeat...only for the alien's will to force him back! Nathan blinked and started backwards with an involuntary cry os surprise, his illusion flickering and reforming so quickly even Thoughtspeed might have missed it. That wasn't supposed to happen! Especially not when someone was all dazed and confused. Head pounding from the strain, the towering telepath tensed himself, glaring at the alien and mustering his own will for another assault.

Oh, right, back to me. Mind-Set will attempt to OVERTHROW the alien's SOVEREIGN MIND through his PSIONIC TELEPATHY. DC20 Will save to resist the Mind-Control effect. Same as before, first command if successful is "Put down the rock."

GM City Center Courthouse It didn't take Miss Grue long(unlike the writer of this) for her to find her object. A passel of a couple dozen well-dressed people were heading up the formidable flight of steps, surrounding a pair of young men in white who were both grinning awkwardly and walking hand in hand. At the summit, before the colonnade and towering front doors, the tall, willowy judge Naomi Wallace was waiting for them in a brown suit. Shaking the couples' hands warmly and listening attentively as they explained something, Naomi nodded and led them inside. Following them inside was easy, as was finding a good place to hover as the brief ceremony was conducted. The friends and family of the affianced, who kept a respectful silence punctuated by enthusiastic shouts, positively vibrated with excitement as the judge's strong voice filled the cramped office. As for the grooms, they were entirely silent until their turn came to speak, only rarely looking away from each other. This close, the party looked a little more unusual than it had from the air. Most of the clothes were either old and long out of style formal wear, or obviously rented. Even with her limited experience with human phenotypes and culture Daphne could tell that the wellwishers and relations were West Enders, a motley group of black and Hispanic faces lit up fondly at the pair standing before Judge Wallace's desk. Many of them had faces even more lined and aged than Naomi's, brawny limbs and powerful shoulders the norm for most of the men, while most of the women resembled pillars. Besides the clothes, hardly anyone had any kind of finery, but all eyes shone, and even without her inner sight Miss Grue could feel the joy and hope brimming in the air, and the bond of fiery iron already in place between the two young men. "By the power vestd in me," Judge Wallace concluded, putting the slim pages down and smiling at her two charges "I pronounce you married, Samuel and Yusuf. You may now kiss." The words were hardly out of ber mouth before the slighter of the two had his arm flung around the neck of his more athletic newlywed and, after a moment's pause and locking of eyes, guided the man's lips to his own. All at once, the crowd leaped to its feet, laughing and crying rushing to congratulate tbe pair still locked in their embrace, the emotion in the room like a furnace of joy.

Gizmo's Rock, a semi-molten rock monster guy with literally NO vulnerable spots, can say one word: "Rock." Yet, as a Drawback, this can be successfully interpreted by others making a DC15 Sense Motive roll. Not saying that's exactly what you should emulate, and I readily acknowledge that Seika and Rock are rather different in tone, but maybe it might hold an inspiration. Otherwise it could be a thing only those close to her and those who own universal translators can really understand, with Seika having to use actions and body language to get her points across to those less familiar and prepared.

If you wish them to be so, then certainly. Of course, you'll need to check during the actual approval process that what you have bought as Masterwork can actually count as such. There is bound ti be differences between what I see as normal and everyday and what the Refs perceive it as.

Looks good. One last thing: for really everyday sorts of Equipment, like flashlights, multitools and cameras, you don't need to pay for them. But you can pay for a Masterwork version that gives a +2 bonus when using that piece of Equipment for rolls that it helps with/is required for..

GM Bowing until it hovered just above him, Springsvale opened up above Nick. The spirals of life slid and reformed into a corridor, through which could be seen every possible angle and span of the domain under the spirit's control. Like looking at a hundred televisions arranged in a dome, it was almost impossible to follow all of them, and the necromancer's eyes were caught by thousands upon thousands of inches of sand, water, grass and rock. All of it teemed with life, from invisible microbes and the movements of spirits generating newborn ants deep underground Then Springsvale caught up Nick Cimitiere into its mouth, and with a sensation o being bodily flung across a room and a blaze of light he found himself by the shore of the darkening lake, with the softly-glowing coffin lying dripping on the shore. "Inform me when you wish to be moved again. I have sent an...agent, to the local hotel. It is under my aegis for the rest of this Moon." the smaller emanation of the lifesnake declared, glancing a second head up at at the very sharp and gleaming full moon hanging above the jagged hills. Somehow, it looked much larger than normal. "Do not delay." Back at the hilltop, Aqui blinked, looking very impressed at the necromancer's adept vanishing act. "Hn. Mebbe they'll really solve it this time," she muttered, hauling herself up into the small, battered truck and began heading back down the hill road, one arm resting on the open window "should really tell the boss. Can't keep up the bargain if outsiders start causin' real trouble." With those listless words, which were almost forced out throug her lips, the woman settled into the rhythmn of driving, an odd, hissing tune whistling between her teeth.

"Keep them tough as you can, Stronghold!" Mind-Set called over his shoulder, eyes flashing with gathering power as the muscular psychic placed his fore and middle finger on his illusory forehead, sighted down his outstretched left hand for a bare second, and pushed. An invisible bolt of raw psionic energy lanced out from his brain, sparked by the computerized neurons interfacing with the organic matter inside his skull and directed right for the core of the alien's psyche. It was badly-thrown, and Nathan grmaced inwardly as he felt its erratic flight, but he couldn't waste a moment. This man was determined not to be caught and was willing to risk as many strangers as necessary to ensure his own safety. Dropping his hands to his sides, Mind-Set's eyes fixed on those of his quarry's and forced himself to look past the profane flesh to the true spirit it carried, pulsating beyond his vision and sovereign beyond his own will. For the moment. With an electric *snap* Mind-Set hurled his own mental web against the alien's, struggling to overmatch him, and force one thought to dominate his brain. If he could manage it, they just might succeed, but if he didn't...well, he didn't like the odds of persuading a giant explosion that it couldn't hurt him. 'Whatever else happens, those shields have got to hold! We can't let the museum get destroyed and who knows what it'll take with it!'

The Skills are one of Those Things where mechanical benefits and character expression really come into a weird, weird place. There isn't a problem, there just needs to be a reason, which you have provided. Also my mistake, the Feat IS called Dodge Focus, it's the bit in Combat that's Dodge Bonus.

The Rest: Abilities Looks good. Combat Flat-Footed is your Base Defence halved and rounded up. In this case it would be +2, not +3. Saving Throws The Toughness bonus doesn't have to be in square brackets. And that's where the specific Power or Feat that's granting the bonus is deboted. In this case, Protection. Her Exotic Saves(Reflex, Fortitude and Will) are uniform. This isn't bad, but why is a less-than-Olympic brainy girl equally resiliant, agile and mentally tough? Skills None of the numbers are wrong, but again I have to ask about the uniformity of most of her Skills. Why is she as good at hacking it in the wild as she is at understanding technology, and as good at inferring things as she is at practicing first aid? I can well understand wanting her to be competent and having wide-expertise, but still. Feats It's Dodge BONus when it's a Feat, not Dodge FOCus. Pretty much everybody makes that mistake. I know I do. Also, no need to put colons before the rank of the Feat. Powers The Devices just need to be reshuffled into the proper format, and then the mechanics are good to go, so far as I can see.

Earth-S Eldritch-Isolate 987 GODMASK Earth-S Eldritch Isolate 987 is, at least superficially, a close cousin to Earth Prime. A cursory visit will turn up only a more peaceful global situation and notably healthier environment. Staying long enough to spend the night, or possessing mystic or psychic insight, however, will quickly reveal its hidden face. The seemingly mundane planet and its universe are part of a chain of 1000 realities cut off from the wider cosmos, caught between the designs of Weyan, the White-handed Wheelwright, architect and planner who wishes to freeze the thousand worlds in static paradises, and Vhoka the Eater of Gods, the devouring force of destruction and rebirth trying to destroy the worlds and souls so they can rejoin the Cosmic Coil. Those with higher numbers rest closer to the mechangelicals of Weyan, while those lower in number are closer to the maw of Vhoka. Being pressed into order, Earth-Godmask has powerful idiosyncrasies in its physics and metaphysics. The physical world and the Astral Plane intersect on Earth-Godmask, making dreams and powerful ideas into reality by force of will or mass acceptance. There the barriers between the human mind and the outer realms is thinned, allowing powerful beings from across the cosmos access and influence.
