Alternate Powers with Alternate Powers

Is this possible? I'm thinking of making like so:

Device 1 (Babelfish PDA)

Comprehend 2 (understand and speak to machines; 1 AP)

*AP: Comprehend 2 (understand and speak to people; 1 AP)

**AP: Comprehend 2 (understand and speak to animals; 1 AP)

***AP: Comprehend 2 (understand and speak to plants; 1 AP)

Basically

Or is this considered cheating/exploiting?

That example doesn't work. The cost of the alternate power feat is not factored in when determining alternate powers, so your other three comprehend powers cost too much if you give them APs.

All power feats count except for Alternate and Dynamic Powers.

The AP would have 13 PP. And in your above example with Comprehend you'd be doing:

Comprehend 2 (understand and speak to machines; 3 AP) [7 PP]

AP: Comprehend 2 (understand and speak to people)

AP: Comprehend 2 (understand and speak to animals)

AP: Comprehend 2 (understand and speak to plants)

Alternatively I think you could do a:

Comprehend 9 (speak, read and understand languages, machines, animals, plants; Flaw: Action - Move; Duration - Sustained) [4.5 PP]

*Please note that this is what I think is acceptable, the admins may have different opinions*

This represents how you'll have to find and activate your PDA to have it translate for you. This means that in some situations you'll miss parts because you'll need to find the PDA and start the programs, etc.

Comprehend is, I would say, a case where reducing the Action or Duration would be a Drawback, not a Flaw.

As for Alternate Powers with Alternate Powers -- do you mean a "Nested Array," such as:

Power 12 (24pp; PF: 2 APs) [cost]

* AP 1: Power 11 (22pp; PF: 2 APs)

** AP 1a: Power 10 (20pp; PF: 2 APs)

*** AP 1ai: Power 10 (20pp)

*** AP 1aii: Power 10 (20pp)
