The only thing I can think of is Immutable from UP, 10 points. You're immune to all boosts, drains, nullifies, and transform effects, whether good or bad.

While Enhanced Trait, Super-Strength, and Boost are trait effects, there are few situations in which an Immunity to them is an advantage. In fact, an Immunity to Boost will typically be a disadvantage. This means that the cost would not be reduced, and you'd probably have to make a case for why negative effects are blocked entirely while positive effects can go through normally.

Goddesses are changed against their will, in mythology and comics. ;)

Best bet would seem to be Immutable (a 10-point Immunity), with the Duration changed to Sustained (so she can lower it to be affected by a friendly Boost, but it's automatically lowered if she's KO'd; cost works out to be the same), or Continuous (doubles the cost, but it stays up or down until she wills it otherwise, even if KO'd).

Would it be cheaper than Immutable? Yes, it would be. You wouldn't get much savings over a standard Immunity to Trait effects. Even considering that a Limited flaw would lower the cost from 5 to 3 (rounding up).
