Activating Void Betwixt, so he has full concealment as long as in partial/dim light, which I imagine would be outside at 2am. 

 

Inside the Building it is probably full light so the concealment drops down to partial, meaning stealth may be needed...

For reference, if Lament can find some threads he will take 10 on disguise for a 28 result, and use QuickCHange 2 to disguise as a move action. Hopefully he can find something that meets "Generic guy / goon / dealer" standards!

 

Of course there might be a challenge to find those clothes!
