Heres the idea

Honey Queen is attending a party for the upper crust of freedom. During the night, the gathering is attacked by a villain whom realizes that having all these rich folk in one place is like an all you can steal buffet. This may also include the possibility for another hero to step in tohelp put the bad guy down while keeping the party guests safe.

The Scarab II could fit into this. Anyone with their finger on the pulse of high society might know that freelance legal consultant and FCU alumnus Elena Guerrero relocated back to Freedom City about a year ago, and dumped millions of dollars into acquiring a significant shareholding in the Rhodes Foundation. She's been quietly but consistently making a name for herself as a philanthropist, and buys tickets and/or plates for most of the major charity events in town (though she rarely actually shows up for them).

Pickings seem to be slim right now for wealthy active heroes. Shinken and Doctor Archeville might fit into this. Archeville is only "Affluent," but he's also Connected. He's also pretty eccentric. Shinken is ridiculously wealthy and well-connected, but he's also extremely frail and shy outside his armor.

Material wealth seems a bit more common among the villains (no surprise there). Malice is rich, but also pretty single-minded. The Exile seems to have an aristocratic bearing to him, and a little cash to back it up. Lady Iniquity could talk her way into a function like this even if she didn't have the money and connections to secure a legitimate invite (which she does). And Captain Knieval, while a bit uncouth, has a bit of money and charisma to spare.
