Minions if you want them to really do anything (like stop interlopers from assaulting your glorious person) Benefit if all they really do is supply you with clout and favors here and there.

A cult like Scientology dedicated to your person could be another descriptor for feats like Connected and Contacts, along with a Benefit (Fame) feat to represent the positive aspects of being recognized and adored (though not universally).

If you actually want them to involve themselves directly, like in combat, or with skill checks, then yes, you would need to buy Minions.

Though be careful; too much mortal worship could get you into Pact violations. Unless that's what you're going for. ;)

The Pact concerns entry into this realm, becoming a goddess while already here shouldn't run into any problems with it (provided you don't try to leave and then return, then you'd need permission from mortals).

Mind you, the Master Mage (and others) are likely to have objections of one form or another.
