An attack effect with this extra is discriminating, allowing you to decide who is and is not affected. This is most useful for Area effects (see the Area extra). You must be able to accurately perceive a target in order to decide whether or not to affect it. This modifier is for effects requiring a saving throw. For other area effects, use the Selective power feat.
This seems a little overkill for Healing. The save is harmless and it's not really an attack.Can anyone tell me what I'm not seeing here? Or tell me I'm right? :P

Thats not how it works though. Healing is a save effect hence it uses the selective extra not feat and is stopped by immunities.

If you are suggesting we house rule otherwise I will say it is unlikely (IE I would vote against such a change as I think would every one else on staff) Healing is a powerfull effect. Aoe even more so so there is no balance reason to reduce it to a feat and would infact be overpowered if that was the case.
