Grim is using her Emotion Control 14 (Extras: Area, Flaws: Limited [Fear], Sense-Dependent [Vision]) (technically it might be lower at the time of this thread), but she is dialing the effect way down. She just wants to give Eli a little scare (which might discourage Mister Grabbyhands for a little bit...maybe :roll: ), not leave him on the floor in a fetal ball. Shaen suggested a few ways to do this in the chat:

(22:29:36) ShaenTheBrain: You could say "This Emotion Control (Fear) attack isn't going to inflict more than a Shaken result, no matter how badly the victim fails the save."

After that, she's using Extra Effort (without spending an HP, for dramatic impact afterwords) to stunt an AP off of Morph to allow her to do fuzzy angimals.
