Buying one or more of Defense, Dodge Focus, Shield, Protection, Force Field, and/or Defensive Roll, with the "deflector shield" Descriptor. If you want to be able to reflect the attacks back on the attackers, then yeah, you need Deflect. But 9 times out of 10, I think just buying normal defensive powers to push your Defense and/or Toughness up to the PL caps will serve you far better than the bloated overcosted mess that is Deflect ever will.
