Also, sidebar, where are you getting DC 28 from for Ms. Scarlet's attack? If her Attack is +15 and her Damage is +13, that would make her PL14; in the book at least she's PL11.

In the interest of transparency, Ms. Scarlet has been outfitted with a powered suit to bring her up to PL 14; she still has +15 Att and +15 Def, but she does +13 Dam with her whip and her Toughness is +13. In order to make her a bit more of a thread to Wail's PL 14 shifted-ness. Scarlet's best score out of Will, Sense Motive, and Intimidate is the last, so let's use that. Scarlet's Intimidate, vs DC 21. (1d20+11=15) That is a Shaken result. (18:38:17) System: Raveled rolls 1d20 and gets (2)=2. +13 makes a result of 15, which... puts her on the ground. Looks like the suit needs to go back to the drawing board.
