Mubata Kivuli is a tall and powerfully built African man. Once regal and fastidious, he has fallen on hard times in the streets of Freedom City and shows the effects of living on the streets. His hair is matted and currently in long dreadlocks while his clothes are a combination of cast offs and donations. His skin is rough and he has a perpetual stubble of a beard. He is heavily scarred and shows the effects of bladed attacks across multiple locations of his body. Overall he is intimidating and somewhat frightening to be around. He has an intensity of purpose that seems slightly tinged with maddness. Lights seem to dim when he is around and his features often seem blurred from notice.

Power Descriptions:

Mubata is a villiage mystic, and his powers stem from the shamantic tradition. He will quietly chant, and usually uses some kind of mystic focus to activate his dreaming powers. The darkness is a mirror of his soul and is an inky blackness that radiates away from him.

History:

Mubata was a respected village mystic and elder as the violence in Rowanda broke out in 1994. He was the only survior in his villiage and suffered greatly during that period of madness. Fleeing the country and the genocide, Mubata made his way across Africa always trying to stay ahead of the dreams that plagued him. He spent some time near Timbuktu and for a brief period was uplifted by the works of the heroic group Cercle de la Fratrie. From this point on his conflict of justice and revenge became the core of his being. He saw that people of power could indeed bring vilians to justice. However, he was tainted by the madness of his country and didn't realize that mercy went hand in hand with that justice.

Leaving for America in 2009, he tried to restart his life, but soon found that his terrible dreams of vengance would not be denied. Homeless and destitude, he roams the streets bringing "justice" to those whom his troubled dreams direct him too.

Personality & Motivation:

As the only survior in his village during the insanity in Rowanda, Mubata is a troubled man. Plagued by nightmares, he has tried to physically escape them by fleeing his homeland. Traveling through Africa he spent significant time in Western Africa before catching a tramp frieghter to America. However, he can't seem to leave the past and seeks to right the wrongs committed to his people. Unfortunately, his brand of justice is lethal, and often times, misguided. His dreams tell him things that he is compelled to follow.

Powers & Tactics:

Mubata will sow the seeds of confusion by cloaking the area around him and try to use his mystic powers against his enemies. Once they are asleep, he either dispatches of them, or pries what he can from their minds to find others that need vengance carried too them. He has a few smantic totems that he doesn't need, but often uses as a focus for his powers.

The country's name is Rwanda.

His stats don't go in spoiler tags.

Sneak Attack 4 is a waste of points, Sneak Attack is only useful at the first rank.

He has no need for the Drawback, and it doesn't work mechanically for NPCs since he has no HP to spend to cancel the fatigue.
