Now, while you can absolutely choose to use fewer ranks, effecting a smaller area typically requires either the Selective Extra or Reverse Progression as a power feat. I'm not going to fuss over it in this case, but you should really think about picking up Takedown Attack for Pyre so he can goon-sweep in situations like this.
