There's far too many unconscious and injured people scattered around the place for us to collect them all, so I'm picturing Glow just hauling the whole thing out of the water and "flying" it to the docks. Is it allowed to carry something that you're standing on with telekinesis? I don't see why not. Anyway, mechanically she could stunt up to Telekinesis 26 (because non-damaging TK isn't capped by PL right?)if she takes a -1/rank flaw like distracting. That's an effective strength of 130 for carrying capacity which is.. well a lot. Link to comment

However, I seem to recall from UP that Move Object does not include a "reaction" so you can't move something you are standing on (and thus move yourself) - in other words you can only move objects relative to yourself. If you are moving both yourself and an object, then thats a movement power and telekenesis as a "Carry" ability. I hope that make's some kind of sense...! So You could be in DIamonds Yacht and lift the trawler straight out of the ocean, for instance. Or, for that matter, be in the churning sea, and do it. Link to comment

I think if he gets away it's just a good set up for a new adventure down the road and new adventures are always good.
