Citizen will be able to tell that, while this part of the city looks like any other part of the city, there are parts of it that don't quite link up. The traffic lights, for instance, are unlit. No red, yellow, or green light; just an inert lamp.

And here's our order:

 

Populace 1: 23, Unharmed, 0 HP

Citizen: 22, Unharmed, 4 HP

Temperance: 20, Unharmed, 2 HP

Populace 2: 18, Unharmed, 0 HP

 

Populace 1 unleashes the Area Burst Strike. That'll be DC20 Reflex to halve, DC25 Toughness to soak. Temperance manages to halve, and since she has one rank of Evasion, she dodges it entirely. 

 

Citizen is up next.

Citizen Taunts Populace 1 as a standard action: DC 25 Will save. 

I'll have him then surge (and spend an HP) and make a standard attack action:

OK, nice. 

 

That's a DC 23 Tou save.

The Populace beats the Bluff. The attack beats the miss chance, and takes a Bruise.

 

Populace 1: 23, Bruised x1 0 HP

Citizen: 22, Unharmed, 4 HP

Temperance: 20, Unharmed, 2 HP

Populace 2: 18, Unharmed, 0 HP

Top of the round, and Populace 1 goes Defensive, switching its Array to Reflective. Citizen is up next.
