Power Descriptions: His powers look a lot like they might be some kind of super science, but they're actually all products of magic.
It's just that that's he decides to implement his magical talents since it's what comes naturally to him since he's a Programmer.
First he writes the code for his spells on his computer, then he feeds that code to a specially made compiler program that translates it to arcane runes. After double checking the runes and touching them up in a vector image editing program he prints the runes out using a printer he's jury-rigged to use magical ink onto specially prepared paper.

History: Curtis was just your average "smarter than normal" guy, he did well in school without really trying and soon grew bored with it, though because he never really applied himself in school he never really shined above his peers much. Life went on like this for him as long as he could remember until one day in College when he received a call that his grandfather had died. He attended the funeral mostly because he his parents wanted him too and was surprised as anyone else when he was given a mysterious package in his grandfather's will with instructions that he would be the only one to open the chest and that what was inside what to be kept a secret to the rest of his family.
Later that night he opened the package and found another letter addressed to him sitting on what appeared to be a very old book. The letter spoke of how his grandfather was leaving his life's work to Curtis and that he should learn all he can from it. The book turned out to be a very old spellbook written in Latin with another letter from his grandfather inside the front cover explaining how to use the book. There were also many, many, notes tucked inside the pages.
Over the next couple of months he obsessively deciphered the spells inside the book with help from his grandfather's notes, but soon grew tired of drawing all the magical runes and words by hand. So he copied all of the runes to his computer and modified his printer to use the special kind of ink required for the spells to work.
Soon he understood the spellbook and how the runes inside worked (except a few really tough ones in the back) well enough to create a program that would arrange the runes for him based on lines of code in a common programming language and celebrated when he was successful in getting a spell to create a visual illusion that displayed "Hello World!" in mid air.
From there his progress took off and soon he could code spells to do all manner of things for him, including making him into a Superhero...

He's careful not to let his program fall into the wrong hands which is why he maintains a Secret Identity.

Personality & Motivation: He's a bit cocky, sure that there's not a problem in the world he couldn't solve. He's got a kind and charitble at heart, though he doesn't go out of his way to help people he doesn't think he can help.
He's always felt like he should give something more to society and now he can as a Superhero (not to mention that he's always secretly wanted to be a Superhero).
When "on duty" he does his best to act like a Hero should, by rushing head first into danger.

Powers & Tactics: He hasn't been a Superhero long enough to get some solid tactics down, so he charges in recklessly MagiGuns blazing most of the time.

Curtis doesn't want his identity to be public as he fears that the negatives (villains knowing where you live and who your family are, the public being able to target you and your family directly, etc) far outweigh the positives. He's sure he doesn't need to make his Identity public, at least not in the immediate future.

That said, it's nice to have a wide range of options available. You're character doesn't have like any non-damaging ways to take someone down.

Strictly speaking, that's not required by board rules anyways. Obviously they need to be non-lethal, but I'm pretty sure we have plenty of characters who only have Damage (and I guess maybe Grapple) for attacks.

It's not required, but it's useful. Besides, grappling is an excellant way for a character to disable someone, if they're built for it.

With a quick scan the DC block stood out, I think they're supposed to be arranged alphabetically starting with Unarmed in the top row.  And you forgot to list the enhanced con in the abilities.  I haven't thoroughly eyed it.  But those things stood out to me.

No Electronics for You: Due to her lightning powers, any Equipment level electronics she comes in contact with is instantly shorted out. This means she can use Cellphones, Commlinks, Computers, etc.
 
Riding the Lightning: When using Ride the Lighting Inazuma cannot teleport through any materials that can't be broken easily (such as weak glass) or meshes made of metal (such as chain link fences and especially Faraday Cages). Also, in order to use Long-Range teleportation without a clear, unobstructed, view of the sky because to long range teleport she turns into lightning and sends herself into the sky, coming down at her destination as a lightning bolt.

 

Yokai Physiology: While she is Immune to Disease that only applies to Diseases that affect humans and mortal creatures she is not immune to any Disease-type Effects that are Supernatural,Magical in origin.

Her apparent physical age also is going to change very, very, slowly (she won't look 17 for at least another 50 years) though she'll never look older than she would in her mid-twenties.

She's also just plain not human anymore so she may be targeted unfairly by demon hunters and the like.

 

Don't Piss Her Off: If she gets very angry or falls under the influence of a Rage effect, she'll transform into her Lightning Beast form and possibly loose self control.

History:
While Kairan was still a young boy his father died in a small war and he was led to believe that it was in the service of furthering the glorious Khanate. This led to him being raised by his mother, who tried her best to instill a strong sense of honor in the boy while making out his father to be some kind of patriot.

In time, Kairan attended and graduated at the top of his class at a military science academy and was immediately snapped up for a top secret weapons program. There he was put on the team developing a new stealth suit for the Special Ops unit, though whenever he heard of what the other teams would do... he just ignored it and kept on ignoring it until word of a certain accident reached his ears.

 

One day he heard that his younger brother had died during a training accident, but that alone didn't push Kairan over the edge from loyalist to rebel. No, it was the way his coworkers reacted when they had heard the news and he received comments along the lines of "He just didn't have what it takes!" and "If he hadn't died there he probably would've died on his first mission anyhow!". This sudden jarring difference from what he had believed his society to be about prompted him to look into the circumstances behind his brother's death and he found out that it had been no accident. A gang of other trainees had ganged up to cause an "accident" because in fact his brother had been out shining them all in training!

 

From there on Kairan dug and dug, finding out things he didn't want to know. Most of all that his father had been no patriot or war hero, but simply just cannon fodder that had died in an assault upon a warlord who had refused to join the Khanate again after it had been so sounded defeated by some Earthman named Daedalus and some organization called the Star-Knights. After a bit more research Kairan made up his mind, he would leave the Stellar Khanate and get away from all it's lies.

 

During his escape he stole all of the data on the special ops stealth suit as well as the only prototype, just before activating the self destruct to blow up the facility and as faking his own death. He made it out on a lone stealth fighter which he sold once he made it out of Khanate space for a small amount of money to live on.

 

Kairan knew the money he made wouldn't last long so he started selling his services as a freelance mercenary under the alias "Vulcan"; specializing in infiltration, extraction, and hacking (staying far away from assassination jobs). The suit he stole allowed him to rake in a fair amount of cash, though doing so got a bounty laid on him from a few different sources, particularly a large on from the Stellar Khanate itself once they found out that someone was running around with the prototype stealth suit that had just been stolen from them! At least more people want to hire him now.

 

For now though, Kairan is laying low and only taking up jobs he feels morally interested in or when he really needs to pay the bills.

Complications:
Enemy: The Stellar Khanate wants whoever stole their prototype suit dead or alive, but most of all they want all years of research that was stolen from them back! They have laid out a rather large bounty and they may be some who want to go after it!

 

Hatred: Kairan has a hard time trusting any kind of government right now and only trusts them as far as he can throw them. Which is not very far at all seeing as you can't throw a political entity.

 

Temper: If Kairan sees those with higher power abusing innocents... well, he "won't be responsible for what happens to them." Which is usually they end up getting beat up and their bank accounts drained.

 

Secret: Right now the universe thinks the Khanite known as Kairan Talihan is dead and he would prefer to keep it this way. He's deeply worried that if this secret got out his mother could be dragged off for interrogation and/or used as a hostage against himself.
