It is a move action for either of you to get to the loading dock (Coiled by swinging, Liquify by running). The Thugs have "acted" already in the first round, so Coiled Lightning is up! (Slice and the big thug are not in view, at the moment)

The big thug will try to break free from the snare, DC 27 toughness save for the snare, it gets an 11, so he breaks free. Moving to Round Three 16 Thugs 12 Coiled Lightning (unharmed, 1 HP) 7 Liquify (unharmed, 1 HP) 6 Slice (unharmed) 2 Big Thug (unharmed) The two thugs shoot at Liquify, both missing with 10’s. Coiled Lightning is up!

The big guy is dazed and gets no action, the two other thugs shoot at Liquify again, one misses, one hits with 14 and 21. The bullet bounces harmlessly off Liquify thanks to his impervious.
