They're all relatively low PL Heroes, and house rules only allow two Heroic characters per slot. The only way I see to do it is with Scoob as the main hero, Shaggy as the Sidekick, and the other three as Minions. Or some shuffled variation thereof, which seems to be doing them a disservice?

If you want to give Shaggy some kick, there's a series by DC called Scooby Apocalypse (whihc is getting good review). Gives them post apocalyptic tech. Though I don't know if that'd fit into the 'non-violent' scheme of things
